c)    The Section 151 Officer be authorised to reduce the grant element of the overall budget to up to £1.8m from the £2m originally estimated and approved at Council so that the overall capital programme budget for this project is £3.6m.

This paper seeks agreement to approve the output of the proposed environmental building design standards which will set the standard for future developments and retrofit of housing schemes across the county. At Cabinet on 26 November 2020 the decision was taken on how the council would progress the delivery of net carbon zero affordable housing across the county over the coming years.

 

Cabinet also approved the appointment of an independent expert to advise on building housing to maximise the environmental benefits to meet the council’s climate emergency responsibilities.

To gain approval to accept and spend the Welcome Back Fund (WBF) amounting to £172,188 from the Ministry of Home, Communities, and Local Government (MHCLG).  This fund builds on the Re-opening of the High Street Safely Fund through an extension to the existing contract, providing support to enable local recovery from Covid 19.

 

As per the action plan included in Appendix A which will form part of the revised funding agreement, the funds will be utilised for a communications campaign to attract visitors and encourage residents to buy locally whilst following government guidance.  The funding will also support activities to make the market towns and Hereford city centres welcoming and safe places.

05/08/2021 - Licence to occupy to clean and repair the war memorial at The Prospect Garden Ross to Ross Town Council ref: 8113    Recommendations Approved

1. The Prospect Garden Ross is owned by the council and comprises a formal garden accessed and used by local people as public open space.
2. The war memorial, a grade 11 listed structure situated in a central position in the garden is the focus for Remembrance commemorations in the town and is now in need of cleaning and repair.
3. Ross Town Council are prepared to carry out this work and are following guidance from and seeking funding from the War Memorial Trust and have applied for the necessary listed building consent.
4. The works proposed are necessary to preserve the fabric of the monument, and the Local Authority Building Conservation Department have been consulted to review the works specifications. The works satisfy the requirements of Policy LD4 of the Herefordshire Core Strategy, and relevant National Planning Policy Framework policies; they will also preserve the special architectural and historic interest of the monument as required by Section 66(1) of the Planning (Listed Building and Conservation Area) Act 1990.

1. The site of St Martins Street WCs is owned by the council and the facility has been closed for a number of years following a review of the provision of public toilet facilities in the city
2. The site has been identified by the owner of an established microbrewery business as suitable for conversion to a micro-brewery subject to the grant of planning and building regulation approvals and he has requested a lease of the premises
3. Terms for a lease have been provisionally agreed and provide for a lease term of 10 years with a rent review after 5 years at a rent of £9,000 per annum, tenant to be responsible for obtaining all necessary statutory approvals, for repairs, insurance and all other out-goings in respect of the property. The lease will provide for a rent free period to reflect the tenant’s expenditure on converting and refurbishing the premises.

03/08/2021 - Removal of emergency active travel measures (EATM) associated with the response to COVID -19 outbreak ref: 8103    Recommendations Approved

Temporary measures to make additional provisions for cyclists and pedestrians and support social distancing during the lockdown restrictions were implemented in Hereford and the Market towns during the summer of 2020.
A record of officer decision was taken on the 13 July 2020 to implement the measures that the Cabinet Member had confirmed were to be taken forward following consultation with members, town and city councillors, local businesses, traders, transport providers and other organisations.
Following the implementation of the initial set of measures, feedback from the public, businesses and organisations on the measures was monitored. This included feedback on social media, by telephone and through further meetings. This on-going feedback was assessed by the project team in conjunction with the Cabinet Member and records of officer decisions were taken to amend the measures on 20 August, 3 September and 18 December 2020.
Central Government have confirmed that on 19 July 2021 legal restrictions introduced in response to the Covid 19 pandemic would be removed.
Anticipating this, a review of the installed measures has been conducted and recommendations shared with the Cabinet Member for consideration. Ward members and parish councils local to the measures were consulted on the proposed recommendations. The Cabinet Member has considered these recommendations and the responses received from ward members and the parish councils and confirmed the approach to removal of measures as laid out in Appendix 1.
The measures have provided valuable information on the introduction of these types of intervention. Consideration will be given to development of permanent interventions, with associated Traffic Regulation Orders, as part of further transport projects. These will be the subject of subsequent governance decisions.

02/08/2021 - Departure From Standard – Polished Stone Value reduction on the A417 Stretton Grandison ref: 8100    Recommendations Approved

The change in surface colour supports the principle of changing the environment of the road through this village. This principle is founded in the DfT’s Manual for Streets and Manual for Streets 2.

This is anticipated to deliver a number of benefits to the community such as improving the road safety of the route through reduction in vehicle speeds and improving village amenity. A change from a Movement status (strategic road) to a Place status/environment principles set out in the Manual for Streets documentation.

The stone required in the surface treatment is a different specification to the normal design. As such there is a requirement for a Departure from Standard below. The parameters are acceptable as set out in the Departure documentation.

h)    £220,000 be allocated from the climate reserve to establish a new Climate and Nature grant scheme to empower local community groups, organisations and parish councils to apply for funding, which the council will consider and award, to deliver carbon reduction and ecological enhancement projects across the county (as set out in Appendix 1);

i)      That delegated authority is given to Interim Director for Economy & Place in conjunction with Cabinet Member Economy and Environment and Section 151 Officer to draw down the full value of the climate reserve in year and to take all operational decision to deliver the above recommendations; and

j)      That Cabinet receives an annual report and project plan as part of a decision to draw down the following year’s climate reserve.

To approve the joint policy and standard operating procedure (SOP) for section 117 aftercare, which is required under the Mental Health Act 1983. People who have been detained in hospital for treatment of their mental health needs may require care and support after they leave hospital. This aftercare will be arranged by the council or the NHS and provided in a variety of ways, depending on people’s needs.

 

Herefordshire Council and Herefordshire and Worcestershire Clinical Commissioning Group have a joint responsibility in law to make available appropriate aftercare services for people who have previously been detained in hospital for treatment under the Mental Health Act 1983. In practice, this responsibility applies only to aftercare for people who have been detained in hospital for more than 28 days.

Approval was granted to carry out the roof repairs at Hope centre to
enable the transfer of the freehold to the HOPE Trustees.

The capital bid was for £60k, which included for works and fees. The
tendered return resulted in a £12,705k forecasted underspend on the
project. Subsequently whilst works have been in progress, a third area
of roof has been found to be leaking.

To ensure a cost effective solution was achieved the incumbent
Contractor was requested to quote for the work, which amounts to
£23,943, which includes the benefit of having already set up site and the
necessary scaffolding, welfare facilities et cetera.

As a result, the existing budget will require up to an additional £15k to
complete the works. The total cost for the project, inclusive of the 15k
being requested, is £74,830

Incorporating this additional work will enable the terms of the sale to be
concluded and simultaneously terms for a new lease can be settled at
more favourable terms (circa. 50% reduction) for the council.

This commission relates to a package of business support and 1-2-1 tailored business advice to businesses of any size, trading for 6 months plus. The Department for Business, Energy and Industrial Strategy (BEIS) recognises the importance of 1-2-1 business advice in order to help businesses become more resilient, grow and increase productivity. This may include for example, business planning, accessing finance, innovation and the adoption of management best practice and use of technology.

An annual allocation is made to each Growth Hub from BEIS (via the Local Enterprise Partnership) to increase the capacity of Growth Hubs to offer 1-2-1 sessions with businesses. This year’s allocation is £54,000 and three advisors have been appointed via the council’s ProContract Procurement portal - with assistance from the Commercial Services Team.

Specialist support can include, but not limited to, support in the following areas: Legal, HR, Finance (including accountancy and accessing the different types of finance), Digital (supporting businesses to get on-line) and Sales and Marketing expertise to help businesses look at new ways to reach new customers/markets, streamline processes, support effectiveness of sales and help diversify offerings.

Direct 1-2-1 support is capped at two days (8 hour days) maximum per business. Advisors are then able to claim for up to a further two days admin time to support research, session preparation, report writing etc around the sessions. In total, the business will receive the equivalent of up to four days support.

The funding to support this package is to be spent by the end of March 2022. This contract will run from July 2021 – 31st March 2022 with the option to extend for a further 3 months - this will be subject to the council securing additional funds but the total value of the contract will not be above £75,000.

Youth Employment Hub background
Young people’s prospects in the labour market is a cause for concern, they are
amongst those most affected by the COVID-19 pandemic. There is a significant
increase in youth unemployment in Herefordshire. The number of 16 to 24 year
olds claiming universal credit in March 2021 was 895; 116% higher than in March
2020.
It will be harder for young people who may lack skills, confidence or experience.
The risk that young people who were socially excluded before Covid-19 become
even more socially isolated. Many young people are unsure about their future.
The government has announced through its Plan for Jobs strategy a range of
supporting interventions, including the Kickstart Scheme and dedicated youth
employability coaches aimed at young people aged 16-24 claiming Universal
Credit.
The success of these interventions is dependent on the ability to engage with
young people. Without access to appropriate physical space there is a risk of
disengagement. Being Not in Education, Employment or Training (NEET) is linked
to poorer health and employment outcomes for decades.
NEET Prevention work background
Year 11 pupils with Social, Emotional and Mental Health (SEMH) needs are highly
vulnerable and at greater risk of becoming NEET (not in education, employment
or training) during the transition from school to Post 16 Education. The outbreak
of the Covid-19 virus has disrupted two consecutive academic years, significantly
increasing this risk and vulnerability. It has had an impact on delivering the
intensity and individualised level of required support for these young people.
Current year 11 SEMH students are therefore now at an even higher risk of
becoming NEET.
The latest national published statistics for the proportion of 16 and 17 year olds
recorded as NEET is the average of December 2019. January 2020 and February
2020. For England this was 2.7% and Herefordshire was 2.9%, 0.2% above the
national average. The average combined percentage of NEET and not known for
Herefordshire was 9.2%. At the time of writing the 2021 national data has not
been published.
Current Herefordshire NEET recorded statistic for June 2021 is 4.1% 153 young
people 0.4% higher than June 2020 (3.7%, 132 young people). Of this cohort, 49%
(75 young people) have been identified has having an additional need.
Monitoring of the NEET cohort suggests there is an over representation of young
people who were considered to have SEMH needs .previously attending a pupil
referral unit, special school for children with SEMH or other young people in
mainstream schools with identified SEMH needs.
The Learning and Work Institute’s NEET prevention what works report 2020,
states that approaches that include flexible and tailored support are proven to be
particularly effective in acting as a mechanism for positive outcomes across
attainment and employment, progress and engagement for at risk young people.

Acceptance of the Secretary of State for Education acting through
the Education and Skills Funding Agency (ESFA) Conditions of Funding Grant for the funding year 1 August 2021 to 31 July 2022 for the following:

• £538,652 for the delivery of adult and community learning
• £87,175.00 on behalf of the maintained school sixth form of Earl Mortimer College and Sixth Form Centre and £2,253 on behalf of Westfield School for bursary support

22/07/2021 - To approve the appointment of MESH Construction Consultancy Ltd to undertake feasibility studies to increase primary and secondary school capacity. ref: 8081    Recommendations Approved

To award a contract to MESH Construction Consultancy Ltd (MESH) following a successful tendering exercise to undertake the approved feasibility studies at identified primary schools and secondary schools. The appointment to be based on an initial cost of £115,000 plus associated surveys, contingency, statutory and professional fees. A total cost not exceeding £400k.

To delegate authority to the project manager to authorise spend and manage budget up to the value of £400k for the services described above.
