20/03/2023 - Adoption of the Environmental Building Standards SPD

The purpose of the EBS SPD is to drive up environmental standards of buildings in Herefordshire and set out recommendations to drive up higher, more efficient standards of building design and construction and will encourage the adoption of these by developers and householders. The SPD will supplement Local Plan policy and provides detail of how development can achieve higher quality buildings through design and higher quality materials, as well as greater use of renewable energy technology in buildings to ensure that it is fully aligned with our zero-carbon, nature-rich goals for Herefordshire. The SPD includes best practice recommendations for standards in key areas of building performance, energy use, external environment, accessibility, and construction. The guidance also includes best practice case study examples for high-quality sustainable design, use, and construction.

10/03/2023 - Pilot Scheme – Emergency Flood Parking Permits ref: 9387    Recommendations Approved

Flooding affects a number of properties in the wards which this parking scheme will apply. The residents have their own parking arrangements for all other times, however when the river is in flood this presents them difficulties.

At present, residents are making contact with the Parking Services team during the emergencies to make arrangements for parking. Therefore, in order to provide clarity and pro-active support to residents, and reduce reactive service requests on the Council permits will be issued to residents for designated car parks.

Residents will need to apply for a permit and agree to the terms of its use, namely that it can only be used when the Council or Environment Agency declare a flood – the council inform the Flood Group to disseminate through their network. The permit will be free to residents to apply for where the application will mirror that of a resident parking zones. The permit will be valid for 2 years and can be kept until needed, then displayed to allow free parking.

30/11/2022 - BAPA HC Network Rail for the development of the Transport Hub ref: 9386    Recommendations Approved

The HCCTP was developed as an integrated programme of schemes, which included a new transport hub at Hereford railway station.
Cabinet’s decision 22 July 2021 authorised that the remaining HCCTP programme funding be allocated to the development of the transport hub project design and consultation.
Network Rail are a key stakeholder in the Hereford Transport Hub, owning the train station and some of the land around the building. To ensure that we engage fully with them to support the development of the design of the Transport Hub it is a requirement that we enter into a BAPA.
Engagement with Network Rail has taken place but has reached a point at which they now require the BAPA to be in place before surveys, discussions about land acquisition, construction and maintenance can continue.
If surveys can’t be done, then WW+P cannot progress design, effectively pausing the project.
This BAPA outlines that the council will pay Network Rail’s professional fees for input to support and inform the development of the Hereford Transport Hub. Activities will include but are not limited to attending meetings, liaison with the design team and providing requested information to inform the design, surveys and construction stages.
This £100k figure is available within the current capital programme budget 2022/23 financial year.
Item 6 (Council related costs of £544k) in Appendix 1 of the 27 October 2022 cabinet paper states in the Note below the table that ** the Council related costs include programme/project management costs, legal, surveys and planning.
The £100k is not from the Gap funding of £6.3m required for the completion of the Transport Hub and will not trigger an overspend this 2022/23 financial year.

16/03/2023 - Decision to spend from the Property Services Estates Capital Works Programme on Improvement works at Canal Road Daycare Centre. ref: 9385    Recommendations Approved

A programme of condition surveys on key council establishments was carried out during 2019. The purpose of which was to address identified risks at an early stage to ensure that the Council’s Estate is maintained safe and fit for purpose and generally protect and enhance the value of our Corporate assets.

The works cover improvements to numerous elements highlighted in the condition report including fire door replacement and external fencing improvement works.

Completing the work identified through the condition surveys will enable the strategic objective of reducing reactive maintenance, and therefore revenue expenditure, through planned and targeted investment.

S C Joseph Ltd have been identified as the bidder representing
best value for money following a competitive tender and assessment
process in accordance with Council procurement procedures. Quotations were sought from four contractors and two compliant tender were received for consideration.

The work to be awarded to S C Joseph Ltd at a cost of £11,912.

The PMO (Programme Management Office) will manage the delivery of the works and Hoople will administer the on-site works guaranteeing quality and build specification.

15/03/2023 - Priority Flood Works- Budget Allocation ref: 9383    Recommendations Approved

Cabinet recommended to council the £4.027m (priority flood repair works) be added to the Capital Programme, this was approved 23 July 2020.

The Fownhope Flood Repair works are complete but is closing out in regards to finance, the Whitney Scheme is now complete. The allocated budget was more than the actual cost, this decision will utilise the unspent budget.

The contingency spend is available to support the various sites, the additional schemes have been developed and delivery is expected in March, to provide improved benefit to the network.
A contingency will remain to cover claims resulting from direct impact of the flood works.

13/03/2023 - Early Help Family Mentoring and Family Befriending contracts ref: 9382    Recommendations Approved

Herefordshire’s Early Help approach aims to provide early and effective help and support to children and families when they need it, with the long term aim of helping more families in Herefordshire to be able to help themselves and therefore improving their overall well-being and quality of life.

A continuation of the Family mentoring and family befriending services is vital as it links to the governments Supporting Families programme and the delivery of Herefordshire's Health and Wellbeing Strategy. Due to unforeseen circumstances within Children and young peoples service the Early Help and Prevention Strategy was not finalised in the expected timeframe as such a further extension to contracts is required as the Early Help Strategy plays a key part in informing future commissioning decisions.

Allowing the contracts to end without ensuring a continuation of service would leave a significant gap and negatively impact the local Early Help offer potentially leaving a large number of families without assistance. This may limit the potential for meeting positive outcomes for vulnerable families, with the increased possibility of escalation to social care.

The decision to fund £3937.42 will fully utilise the Section 106 Contribution.

£11,337.58 has been previously spent to implement a Traffic Regulation Order (TRO). Speeding through Tarrington is an ongoing problem and a recent speed survey completed by West Mercia Police in September 2O22 showed 48,823 vehicles over 7 days and an 85th percentile speed of 39mph in a 30mph speed limit. The implementation of the TRO completed on 30/04/2021.

A full tendering exercise has been carried out in accordance with Herefordshire Councils Contract Procurement Rules (CPR). The Tender information has been included within appendix 1.

The procurement exercise resulted in a final contract value of £7600 with nominated contractor ElanCity-UK. The £3937.42 allocation from Section 106 will contribute towards the total cost of the project.

Responsibility for monitoring the project and managing expenditure within the total spend budget is to be with the Programme Manager.
