To approve proposals for the temporary extension of a contract for the provision of children’s centre service in the Bromyard reach area for a period up to 12-months.

 

The Bromyard Reach area is the only part of Herefordshire where Children’s Centre provision is externally commissioned. All other areas are supported via an in-house service which is centrally governed and managed.

12/02/2021 - Community Improvement Project relating to Wilton Sports Centre, Ross-on-Wye. ref: 7644    Recommendations Approved

 

To approve the granting of £173k to the Ross Sports Centre community interest group (CIC) to undertake the works required to the pavilion as a result of flooding in 2020.

 

The amount is what has been agreed with the insurance brokers and is appropriate for the costs of the insured element of the reinstatement works to the building. The council requires the CIC to complete all works to the required regulatory and statutory requirements.

 

Currently the whole site is made up of four separate leases, in order to ensure that the CIC can obtain maximum amounts of external funding it would be appropriate to surrender the existing leases and create one lease that demonstrates the multifunctional sports use of the site

At Cabinet on 26 November 2020 the decision was taken on how the council will progress the delivery of affordable housing across the county over the coming years.  In the past few months Engie Regeneration Limited (Engie) have concluded a review of the Station Approach area to consider how development in this part of the city centre should be brought forward. The final report.  The Station Approach Site Study - has been presented to Cabinet for consideration.

 

This paper seeks approval for the first council owned sites in the Station Approach area to be brought forward as the first scheme of wider affordable housing programme.

The Department for Education provides capital funding to local authorities responsible for schools. This funding includes the schools condition allocation which is intended for the maintenance of community and voluntary controlled schools.

 

The distribution of this funding is determined in accordance with the principles set out in the schools capital investment strategy and is based on regular condition surveys.

 

Appendix A provides the details of the schemes being proposed as part of this programme of works.

The acceptance of this grant will enable the ongoing employment of the Veteran Support Centre Manager along with the employment of a volunteer co-ordinator to enable the veteran to veteran volunteering scheme to be continued from the success of the voluntary effort that took place as a call to action from Lockdown 1.

The Veteran Support Centre has recently achieved charitable status in record time so this with the grant will also support a transition period from when the Council removes itself from the delivery of the VSC allowing the facilitation role that has been provided to be withdrawn in a sensible and appropriate manner.

The VSC is also now open following a rigorous risk assessment to ensure that it was covid-safe to undertake face to face appointments in line with other public facing buildings that the council has a responsibility for.

In July 2020 government announced that under the Towns Fund programme they were offering Hereford a grant of £750,000 to fund capital projects that can be delivered this financial year. This grant will be used to support capital spend within the intervention framework as set out in the Towns Fund Further Guidance.
The St Owen Street scheme proposes the introduction of an informal on carriageway contraflow cycle lane along the length of St Owen Street, Hereford, a number of uncontrolled crossings with footway build outs, together with a new signal controlled crossing at the Bath Street end of St Owen Street.
There has been a stated desire for a contraflow cycle scheme on St Owen Street for many years. A number of previous designs have been developed and taken to public consultation as part of the Hereford City Centre Improvements. Feedback from these consultations, together with design reviews and safety audits have contributed to the development of the design over this period with a statutory consultation on Traffic Regulation Orders (TRO) undertaken in 2019.
Since the TRO consultation and the submission of the bid, national policy on cycling infrastructure design (LTN 1/20) has been updated and a new policy document published outlining its vision for walking and cycling (Gear Change). These will require a review of the existing scheme design to ensure compliance with the principles of the new guidance.
The design development for the scheme, including the TRO consultation, had been developed previously by Balfour Beatty Living Places (BBLP) under the Public Realm Services Contract. Given the requirement for an update of the design prior to delivery and the need to complete the work by the end of the financial year a review of the delivery route has been undertaken with commercial services. This identified that the delivery route that best mitigates the risk of not meeting the required spend deadline would be through the Public Realm Services Contract.
The identified lead officer will be responsible for delivery within the criteria set by government. A Towns Fund programme board has been set up to oversee project delivery.
The expenditure will be included within the medium term financial strategy and capital programme.
The business case details the revenue impact of the project which will be managed within current revenue budgets. There is no additional funding requirements, with all projects managed within existing teams for delivery.
Letting contracts or agreement of any external spend or grant awards proposed as part of project delivery will each require further records of decision.

09/12/2020 - Steens Bridge and Docklow – A44, C1059 and U94030. Consideration of a 50 mph, 40 mph and 30 mph Speed Limit Order ref: 7412    Recommendations Approved

To consider the recommendation to introduce a speed limit order (SLO) to:
(a) join up two existing 50 mph speed limit sections of the A44 at Steens Bridge and Docklow that are currently separated by a 470 metre length of National Speed Limit (NSL) – this will be achieved by reducing the said NSL to 50 mph.

(b) extend the existing western 50 mph speed limit on the A44 at Steens Bridge by approximately 360 metres in westerly direction to a point 103 metres to the west of the junction of the C1059 with the A44.


(c) reduce the speed limit on the C1059 from its current NSL to 40 mph from its junction with the A44 for 390 metres in a north easterly direction.

(d) re introduce the existing 30 mph speed limit in Humber Close following the revocation of the existing speed limit orders mentioned in (e) below.

(e) The new speed limit arrangement will be achieved by revoking the current 1993 and 2005 speed limit Orders associated with the two existing 50 mph sections on the A44 and the existing 30 mph limit in Humber Close and making a new Order which will include the existing and expanded speed limits.

Appendix A contains drawing 3409-53 that depicts the existing and proposed speed limit arrangements.

07/12/2020 - Replacement of CCTV equipment at Garrick Multi-Storey Car Park – use of capital funds ref: 7411    Recommendations Approved

In March 2019 a formal decision was taken to approve capital expenditure at Garrick Multi- Storey Car Park. This works included upgrades to the CCTV system to discourage anti-social behaviour.

New cameras have now been installed as part of this project, and a link from the existing stairwell cameras to the councils public space CCTV control room was required. As this works was undertaken it has been discovered that the existing DVR recording suite is not compatible with a real time link, and therefore requires replacement.

This decision approves expenditure to allow such replacement to take effect.

This work will also have the added benefit of allowing the CCTV operator to both access real time footage, and the ability to download footage immediately without attending the site.

Herefordshire Council consume various services via the Public Services Network (PSN). In order to hold a PSN certificate, mandatory requirements must be met to include testing and meeting technical requirements of the Herefordshire Community Network.

This tender seeks to procure a supplier to provide the technical testing services in line with the PSN IT Health Check, and to test web applications against the OWASP to 10 web vulnerabilities.

The tender also considers costs for other technical testing services such as DSPT, Cyber Essentials Plus, but these may or may not be consumed. A closed procurement process was undertaken in accordance with Herefordshire Councils Contract Procedure Rules where 3 (three) suppliers were invited to participate with this tender process. All 3 (three) suppliers submitted a bid by the tender close date.

The bids were evaluated in accordance with the rules as stipulated within the tender document. This evaluation consisted of a mandatory pass/fail section and 100% price.
