The decision to fund £90,000 will not fully utilise the
Section 106 Contribution. The remaining contribution balance of
£48,841.18 will be appropriately commissioned and come
forward for delivery in due course.
The total cost of the project is £178,400.40 (Inc VAT). Ross
Rowing Club will provide a similar match funding contribution of
£88,500 for the delivery of the project.
Planning permission for the project was granted on 30/08/2022. A
copy of the decision notice has been included in Appendix 2.
The procurement for the works was carried separately in relation to
the specific elements of the works required; Piling, Civils /
Concrete Work and Enabling Works (Scaffolding). A tender report has
been contained within Appendix 3 along with all formal quotations
received.
The recommendation is to appoint JN Piling, SDG Groundworks and
Attridge Scaffolding.
We are therefore satisfied that a sufficient tendering exercise has
been completed in accordance with Herefordshire Councils Contract
Procurement Rules (CPR).
Ross Rowing Club Is an all-inclusive facility with approximately
150 member of all ages and abilities. The project to provide new
concrete riverside access steps will provide improvements to
support all members and particularly those less able to participate
in the sport. The project will also support the club to
grow/diversify membership.
Responsibility for monitoring the project and managing expenditure
within the total spend budget is to be with the S106 Programme
Manager.
