Decision to fund £63,000 of Section 106 monies for “Sports” towards a single storey flat roof extension to form toilets and store areas at Ross Rugby Club, Abbotts Close, Greytree Pitches, Ross-on-Wye HR9 7GQ

The Section 106 Contributions arise from one Section 106 legal agreement:

The decision to fund £63,000 will leave a remaining balance of £20,093. In accordance with the S106 agreement the remaining S106 monies have been committed to Ross Sports Centre for new Fencing to Ross Sports Centre Petanque Courts and Football Pitch Installation at Ross Juniors Football Club. The delivery of the above noted projects will fully utilise the S106 contribution.

The Ross Rugby Club project (single storey flat roof extension to form toilets and store areas) went out to tender with quotations received from three contractors:

Techniplumb Ltd £86,350.00

After technical evaluation it is therefore recommended Techniplumb Ltd are the nominated contractor for the completion of the works.

We are therefore satisfied that a sufficient tendering exercise has been completed in accordance with Herefordshire Councils Contract Procurement Rules (CPR).

Ross Rugby Club will provide £23,350 in match funding to cover the shortfall of the total costs of the works.

Following a planning application submission (P220034/F) consent has been granted and all required statutory obligations, including Building Regulations approval have been evidenced.

The additional facilities are seen as a quality improvement to support the needs of the club, spectators and community use and sustainability of the facility.

The project has been supported by the following members of the Herefordshire Outdoor Sports Partnership (OSP):

• Stephen Brewster (Chief Executive) – Active Herefordshire and Worcestershire
• Richard Cox – Herefordshire Cricket
• Joanna Hayley (Facilities Development Manager) – England Hockey
• Stuart Eades ((Facilities Development Manager) – England Rugby

Responsibility for monitoring the project and managing expenditure within the total spend budget is to be with the S106 Programme Manager.
