This item is subject to the General Exception procedure. It is proposed to take a key decision on the decision date shown below. It would be impracticable to defer the decision. This notice has been issued to the chairman of the relevant overview and scrutiny committee.

Reason for urgency:
The decision is urgent in seeking to have an impact on workforce retention at a critical time during winter pressures and when the care sector is already facing a workforce crisis. It is felt to be essential that the first payments are with providers, as early in January 2022 as is practicable. It was not possible to plan the decision earlier as the funding available from government has only been confirmed very recently.
