Issue details

Decision to continue to use Streetmanager to manage the network in relation to street works.

Streetmanager is a digital service that is used to plan, manage and communicate street and road works.

The Department for Transport introduced Streetmanager to bring consistency cross county borders and across the country.

Streetmanager went live across England on the 1st July 2020.

Streetmanager must be used to plan and manage roadworks, it is a digital service for the creation, co-ordination and monitoring of roads and street works. It is used by every authority, utility company and contractors in England to raise and approve the permits needed to carry out works, record progress with works, register reinstatements and inspections and issue any fines.

On the 1st March 2021, the council adopted the Herefordshire Council Streetworks Permit Scheme which uses Streetmanager to manage the street works in Herefordshire.

The Permit Scheme and Streetmanager support the councils County Plan ambitions by managing the works on the network ensuring co-ordination and minimal impact to the public and businesses of Herefordshire. In doing so, the implementation of the management tools will better protect the environment, positively impact on communities (safety) and support the economy by minimising disruption whilst enabling development.
The decision reinforces and clarifies the previous decisions in the councils Public Realm Contract to use Streetmanger.
