To approve a capital grant to Citizen Housing for improvement works to enable the launch of a homelessness hub in Hereford, with an associated nominations agreement.
The proposal forms part of Project Brave, an initiative developed during the Covid19 response and now evolving to make homelessness in Herefordshire rare, infrequent, non-recurring and short-lived.
It is proposed to make a grant of capital to Citizen Housing to enable redecoration and refreshment of the accommodation located west of the City Centre. The grant for works to create a homelessness hub will be funded entirely from a capital grant awarded for the purpose to the council by the Ministry of Housing, Communities and Local Government (MHCLG)
The hub will launch during April 2021 and provide drop-in advice and support, eight units of emergency accommodation and four self contained flats for transition of homeless people towards independent living. Support and advice will be provided by the council's Housing Solutions service and Vennture, with housing management through Citizen Housing. There will be a nominations and operational agreement between the three organisations to support smooth and effective accommodation and support of homeless people at the hub.

The Covid Winter Grant scheme has been
announced to help support vulnerable children and families during
the winter months.
The scheme will support those most in need across England with the
cost of food, energy and water bills and other associated
costs.
The council is to administer the scheme and provide direct
assistance to vulnerable households and families with children
particularly affected by the pandemic.
This financial support will start early December with spend
continuing until end of March 2021. The funding will be used as
follows:-
1. To purchase local supermarket vouchers for households in England
where residents include:-
a. Pupils in receipt of free of school meals
b. Pre-school children in receipt of pupil premium
c. Disadvantage students in college settings
This is to cover the cost of food for the two week Christmas
holiday period and to provide additional funding to enable
household funds to be redirected to pay utility bills. The value of
the supermarket voucher will be £75.
2. After this initial spend has been incurred remaining funds will
be used after the Christmas holiday period to:-
a. Provide additional support to the recipients identified in point
1 where it is identified that they are struggling to fund new year
household utility costs
b. Provide grants to other county charity organisations where they
provide a food bank service, plus grants to organisations that
provide meals and support to include the older generation and
former members of the armed services.

01/12/2020 - Supported Accommodation for Care Leavers - development of a local framework ref: 7394 Recommendations Approved
To approve the procurement and launch of a new local framework for the arranging and purchase of support and accommodation for care leavers and some looked after children who are 16+ years old. The services purchased via the framework will support young people to secure accommodation and develop their skills and resilience and provide opportunities for training and employment, engagement with relevant services and participation in their communities, to enable them to move towards independent living.
There are currently limited options for accommodating care leavers and 16 and 17 year old looked after children in Herefordshire. There is a reliance on “out of county” specialist placements, spot purchased at significant cost, and of varying quality. There are also gaps in support for young people at risk of homelessness. Young people require safe and affordable accommodation, aligned to support towards increased independence, underpinned by realistic opportunities for learning and work.
It is proposed this procurement process will commence in January 2021, with procurement evaluation, confirmation of contract, placement arrangements and administrative processes taking place over February and March 2021. There will be a soft launch of the framework on 1 April 2021. A review will take place in June with the aim of a fully operational framework by 1 July 2021.
The new framework will complement newly commissioned accommodation and support services for care leavers and vulnerable young people and support the vision and principles of the looked after children and complex needs placement sufficiency strategy 2019-2024. The placements will be led by the needs of the young people to achieve positive outcomes. The local framework will support the strategy to address the sufficiency, quality and sustainability of appropriate placement provision as well as value for money in Herefordshire.

HARC and the museum sites have been closed
since 5 November 2020 in line with regulations enforcing the 2nd
national lockdown in England.
Under the government’s new tiered system for managing
Covid-19, coming into effect from 2 December 2020, Herefordshire
has been placed in tier 2. The Department of Health and Social Care
published guidance on 23 November 2020 outlining what activities

will return to doing so from 2 December.

Cabinet is also requested to approve Phase 2 of this strategic work to develop a pipeline of sites suitable for development as affordable housing to support discussions with key partners including Homes England.
The County Plan 2020-2024 sets out the council’s ambition to provide 1,000 affordable housing units in the county. The term affordable is taken in its widest sense – to provide a range of housing that is genuinely affordable to both rent and purchase given local earnings. The council has not owned its own housing stock since 2002 and a review has therefore been undertaken as to the most appropriate role for the council in delivering its ambition. The options and delivery proposals suggested recognise the structures already in place and available to the council.

d) approves to spend up to £71k to develop recommendations for potential sites to be reviewed at Cabinet in January 2021 to agree how to progress affordable housing delivery in Herefordshire; and
e) an independent expert be appointed within a budget of £20k to advise on ensuring that housing built through this programme is compatible with our commitment to being a net zero carbon council by 2030.

a) The executive note the contents and recommendations set out in the Peer on Peer Review MASH Report (appendix 1) as amended and express the view that: (1) in relation to section1.3 the review also investigated whether any children were put or left at risk. It found that according to the records held and cases under review, advice was given including national guidance at the time and was followed as far as was possible, separation was made and the likelihood of risk was reduced. We are aware however that contact between children, including sight of perpetrators and also bullying has taken place. With all due care being put in place, inadvertent contact remains possible and the findings here do not preclude this. Even now, with every effort being made and detailed guidance being shared with schools, we cannot guarantee that contact between children might not inadvertently occur however much care is taken. This includes outside of schools. We also acknowledge that harm has implications for social and mental health, potentially, well into adulthood; (2) all references to ‘alleged victim’ should be victim The executive agree the recommendations set out in paragraph 3 of appendix 1;
b) The executive approves the executive response to the children and young people’s scrutiny committee’s recommendations set out in appendix 5 as amended;
c) The executive approves the peer on peer model guidance set out in appendix 6 for use in all Herefordshire Schools; and

severely impacted by Covid 19 and the resulting lockdown. Tourism
accommodation and attractions, cultural venues, hospitality
businesses, non-essential retailers were instructed by government
to close for circa 3 months during the start of their usual peak
season period. Many of these businesses have then faced a second
period of lockdown in November 2020 This has significantly
threatened the viability of these businesses, and put at risk of
redundancy the large numbers of people they employ.
In May the Marches LEP allocated £444,220 to Herefordshire to
support Covid 19 economic recovery, subject to the development of a
business case. Herefordshire Council in partnership with the
Herefordshire Business Board established and submitted a business
case focussed on supporting the soonest possible recovery of the
visitor economy. Shropshire Council (as the accountable body) on
behalf of the Marches LEP issued a funding offer letter to
Herefordshire Council on the 17 June, and the Cabinet Member for
Environment Economy and Skills took a decision to accept the grant
and implement the project on the 20 June.
Recognising the need to engage with visitor economy businesses to
co-ordinate delivery and to seek relevant expertise, a project
steering group was formed in June 2020.
Recognising the need to seek appropriate expertise to deliver the
Media Buying, Creative and Promotional Activities the procurement
will be taken in accordance with the council’s contract
procedure rules. In accordance with the grant funding business
case, the appointment will enable the implementation of a marketing
campaign at the start of 2021 encouraging visitors to visit next
year supporting the soonest possible recovery of trade.

03/11/2020 - Cashless payment from business transactions supported by digital transactions ref: 7376 Recommendations Approved
For a number of years the council has made
changes to services to reduce cash payments. There is several
reasons for this:
• More secure as card and digital payment create a record and
less risk of money being misplaced
• Handling cash is more expensive for the council as needs
collecting, banking and counting
• Customer demand as more people use cards and on-line
payments.
However it is recognised that there are some individuals in the
community that are not digitally connected so cash is still
acceptable for small items e.g. paying library fines.
This decision is concerned with withdrawing the option of cash
payments by businesses. This decision is based on recognising that
businesses have the wherewithal to make card or on-line payments.
Two specific areas is within Waste Management and Licencing.
The transition to operating cashless has been escalated due to
Covid-19 so there should be low impact, however a four week notice
period is communicated via the services to those who will be
affected.

representative community wellbeing survey across Herefordshire by
the end of June 2021 for those aged 18 and over with the option for
the council to instruct the provider to undertake a second impact
survey in 2023, to monitor change.
The cost of the first survey will be £29,450 and the second
survey cost will be £19,900.
Talk Community has been developed over the last two years in
Herefordshire as an innovative approach to strengthen independence
and wellbeing of our residents, focused in local communities.
The strategic approach was approved at the Cabinet meeting on 24
September 2020 and operational decisions were delegated to the
Director of Adults and Communities in relation to implementation of
the agreed approach.
This survey is to assess the community wellbeing of the residents
of Herefordshire linked to the development and achievement of the
County Plan, assess the impact of the 2020 flooding and covid-19
pandemic and to act as baseline data for the roll out of the Talk
Community approach.

This decision is specific to the Additional Restrictions Grant. The national guidance indicates that the council can use this funding for business support activities but it is expected to primarily take the form of discretionary grants to businesses to support them through period of trade restrictions due to Covid 19. The offer letter implies that this allocation is for the current national and any future national or local restrictions (the funding will not be refreshed) through to the end of March 2022.

The decision to introduce the permit was made
by the Cabinet Member on the 29th October 2020 and becomes

The benefits of the permit scheme is outlined in the Cabinet
Members report, the scheme will aim is to improve the strategic and

network.

to Assess (D2A) residential care home beds required to meet our
obligations as set out in the national COVID-19 guidance.
The additional beds will support the health and care system’s
D2A provisions to ensure timely discharge from acute settings for
people that are medically fit for discharge but who might otherwise
be delayed in hospital whilst an assessment is completed to
determine their longer term needs. The provision will also help to
reduce the impact of COVID-19 and seasonal winter pressures on the
health and social care system.
