Earmarked reserves are established to hold revenue balances to fund future year commitments over and above the annual budget requirement. They generally arise where funding exceeds expenditure, usually due to the timing of receipts being ahead of incurring expenditure. As a matter of good practice a review is undertaken each year to establish the continued need for reserves held for earmarked purposes to ensure resources can be used to best effect whilst maintaining a prudent level of reserves to meet future anticipated commitments.

To determine future actions regarding the Hereford Transport Package (HTP), which includes the Hereford bypass and associated active travel measures and South Wye Transport Package (SWTP), which includes the southern link road and local active travel measures comprising walking, cycling, bus and public realm improvements.
The original decision to pause and review the bypass and southern link road taken by the cabinet member for infrastructure and transport was taken on 9 August 2019. The decision was called in by General Scrutiny Committee. The decision was discussed at a meeting of the committee on 9 September 2019 and the committee came to the view that the decision should be referred back to the cabinet member to reconsider, giving regard to the matters set out in paragraph 34 below.
This report confirms the final decision having regard to the recommendations made by General Scrutiny Committee.

26/09/2019 - Travellers Sites Development Plan Document ref: 6300 Recommend Forward to Council
To recommend to council that the Herefordshire travellers’ sites development plan document (DPD) 2018 -2031 is adopted.
The Government’s guidance Planning policy for Traveller Sites requires local planning authorities to make provision for traveller sites within their local plans. The adopted core strategy includes a commitment for the council to do so through a travellers sites DPD. This DPD has been prepared in accordance with the core strategy and government guidance. It has been subject to independent examination by a government appointed inspector. The inspector has concluded that it can provide an acceptable supply of pitches over the next five years and with the main modifications meets the government’s test of soundness.
The adoption of the DPD supports the objectives of the Council’s Equality Policy adopted in 2017 as outlined in paragraph 15 below.
Authority for making any further additional modifications could be delegated to the relevant cabinet member; as the modifications covered by this delegation would not affect the basis of the DPD. In exercising such delegated authority the officer is required to consult with the cabinet member for infrastructure and transport. Therefore the proposed delegation provides the most efficient way of maintaining a clear and consistent set of development plan documentation.

The procurement of these contracts has been carried out as part of
a review of all mainstream educational contracts throughout the
County. A number of geographical areas will be tendered over the
next 3 years, details of which are shown in the table below
highlighting the impact on annual school transport costs as this
programme progresses. The table indicates a full year contract
saving of £175k following the first two rounds of
retendering. Once adjusted to take account of reduced income from
paying passengers the net full year annual saving is £104k.
In addition the number of routes being operated has reduced from 37
to 27 reflecting more efficient route planning.

These are additional contracts required to provide statutory school
transport. The net effect of tendering these contracts will see an
increase in SEN transport contracting costs of £15,016 in the
current financial year.

The South Wye Transport Package, which
includes the southern link road, aims to promote economic
development by enabling easier access to the Hereford Enterprise
Zone, reduce traffic issues experienced by local residents and
promote walking and cycling as an alternative to driving in the
south wye area. The scheme forms part of the councils Local Plan
Core Strategy, Local Transport Plan, Economic Masterplan and
Corporate Plan.
In December 2014 cabinet selected a preferred route for the SLR and
authorised the development of the scheme for planning. A planning
application for the scheme was submitted in May 2015 and planning
permission was granted on 18 July 2016. Cabinet authorised making
of the CPO & SRO in October 2017 and these orders were made in
March 2018. A Public Inquiry into these orders was held in October
/ November 2018 and these orders were confirmed in March 2019 by
the Secretary of State for Transport.
In order to protect the council’s planning consent it is
necessary to commence implementation of minor works to secure the
planning permission before 18 July 2019. These works comprise
fencing, topsoiling, excavation and placing of subbase material as
detailed on the plan appended to this record of officer decision.
The scope of works have been agreed with the Local Planning
Authority as sufficient to enact the planning permission for the
scheme.
The above works are expected to cost £60,000 and would be
commissioned through the public realm contract and funded from the
2019/20 Local Transport Plan allocation. This expenditure would be
funded through a virement from LTP grant in accordance with
financial procedure rules.
Preserving the planning consent ensures that options remain open to
the Council pending further consideration of the overall transport
package. Those options would be to continue with progression of the
scheme, pause and review the scheme, or cancel it.
