To grant a Licence for Alterations to permit the installation of PV panels at council owned property by the tenant
The lease permits the tenant to make such alterations with the landlord’s consent which is not to be unreasonably withheld. The tenant has provided the required information and there are no reasonable grounds for the council to withhold consent
