THAT

(a)              the Planning Obligations Supplementary Planning Document and associated Sustainability Appraisal be agreed and adopted;

(b)              appropriate amendments be made to the Planning Committee Scheme of Delegation to Officers and that a Section 106 Monitoring Officer be recruited, following which the Supplementary Planning Document be brought into effect;

(c)              the Supplementary Planning Document be brought into effect by end March 2008 and applied to planning applications received from that date; and

(d)              Cabinet agreed the change to the Planning Obligation SPD including with respect to Children and Young People and gave delegated final approval of any amendments to the Cabinet Member (Environment and Strategic Housing).
