To consider an application for the variation of a premises licence in respect of the ‘Majors Arms, Halmonds Frome, Bishops Frome, Worcester, WR6 5AX’.

The Regulatory Sub-Committee was convened in order to determine an application for a variation to the premises licence in respect of The Majors Arms, Halmonds Frome, Bishops Frome, Worcester, WR6 5AX. The application was submitted in accordance with Section 51 of the Licensing Act 2003.

 

The Chairman introduced the Members and Officers and asked any interested parties to introduce themselves. He advised them of the hearing procedures and asked if any party required an extension to the 10 minute time limit for public speaking, no extensions were requested.

 

The Licensing Assistant presented the report and advised Members that a copy of the applicant’s advertisement had been seen.

 

In accordance with the Licensing Act 2003 (Hearings) Regulations 2005, Mr Clayton and Mr Anderson, an interested party and his representative, who had made a representation in respect of the application, addressed the sub-committee. They noted that the application was only for events taking place inside the premise with no outside entertainment applied for. They noted that the applicant had only requested live music on approximately one occasion per month and that the recorded music referred to would be background music only.

 

In response to a question, the Licensing Officer confirmed that the premise could be reviewed if the variation did result in issues for the local residents. She added that this could be initiated by any local resident.

 

In accordance with the Licensing Act 2003 (Hearings) Regulations 2005, Mr Lewis and Miss Hill, the applicants, addressed the sub-committee. They stated that it was their intention to offer live music of a folk based nature on one or two occasions each month. They confirmed that due to the size and nature of the premise that they did not envisage amplified music but if it was required consideration would be given to neighbouring premises.

 

The Sub-Committee retired to make their decision, the Legal Practice Manager and the Democratic Services Officer also retired to assist them with procedural matters.

 

RESOLVED

 

That the application for a variation to the premises licence in respect of The Majors Arms be approved subject to the conditions detailed in the attached decision notice.
