To consider an application for variation of the premises licence in respect of Play nightclub, 51-55 Blueschool Street, Hereford, HR1 2AR. Minutes: DECISION NOTICE
PLAY NIGHT CLUB
This is an application to vary a Licence that has been converted. The variation sought was subject to some clarification which has taken place.
There were objections and representations raised by the Police, the public in the vicinity of the premises and the Council’s own Environmental Health Service.
Taking the representations of these parties and those by the applicant, R & B Leisure, into account we have decided to grant the Licence subject to the following conditions additional to those under which the Licence already operates in its converted state.

Include all those recommended by the Police and accepted by the Applicants including in particular:-
A dispersal policy agreed with the Police and Local Authority to be in place by 28th February 2006 at the latest. Also the following conditions regarding environmental health, it includes a condition “the outside Courtyard is to be monitored after 23.30hrs if in use”. The condition in relation to page 46 of the report beginning “at least 2 door supervisors should” is to be removed and a further condition is to be added “all electrical equipment should have current test certificates”.
The panel also notes that you have offered to help in any clean up operations in the vicinity and we are happy to hear that this will take place.
We also note that clubs have fly posted in the past and we would wish to warn you that the Council will react strongly in any instances of fly posting eminating from Play.
We note that you have a responsibility to the rest of the community and will back to the hilt the Police and our officers to ensure compliance with your conditions. |

COURTYARD
This is an application to vary a Licence that has been converted.
The variation sought was subject to some clarification which has taken place.
There were objections and representations raised by members of the public in the vicinity of the premise and the Council’s own Environmental Health Service.
Taking the representations of these parties and those by the applicant, into account we have decided to grant the Licence subject to the following conditions additional to those under which the Licence already operates in its converted state.
1. The hours will be granted as sought.
2. The condition with regard to the sound limiter device has been removed.
3. There is an additional condition that whilst staff do not bottle out any later than 9pm.
4. A condition will not be included that all doors and windows remain closed after 9pm. |
