To consider an application for a grant of an occasional premises licence in respect of Tresseck Campsite under the Licensing Act 2003.

Members of the licensing sub-committee from the Council’s Planning and Regulatory Committee considered the above application, full details of which appeared before the members in their agenda.

 

Prior to making their decision the Council’s Licensing Officer presented the report which outlined the options available to the sub-committee. Representations had been received from West Mercia Police and Trading Standards. Both representations had been withdrawn following agreement of conditions to be applied to the licence. Two (2) relevant public representations had been received.

 

The sub-committee then heard from the applicant’s representative that:

                the campsite had been a family run business for over 40 years;

                the operators prided themselves on running a safe, quiet and immaculately kept site and this was borne out by the many favourable reviews received;

                the terms and conditions of booking a pitch at the site made clear that unruly and anti-social behaviour would not be tolerated;

                there were patrols of the site in the evening to ensure noise was kept to a minimum;

                there had never been a need to call the emergency services to the site;

                there was a sturdy fence in place along the river bank and buoyancy aids were in place during the opening season of the site;

                there was no evidence that the licence would lead to increased noise or litter;

                there were recycling points in place for waste, plenty of bins and separate receptacles for glass;

                while the temporary bar had been in place a minimum of 5 staff were on site during its operation and no issues had been reported.

 

After a private discussion, the sub-committee agreed to adjourn to allow for a site visit to take place on 14 November 2022 at 11.00 am.  This application would then be heard again on 16 November 2022 at 12:00pm.

 

Supplementary information from the applicant including maps and photographs of the site were published on 16 November 2022.

 

The re-convened sub-committee on 16 November 2022 heard from the technical licensing officer who outlined the report. It was confirmed that seven (7) Temporary Event Notices had been granted. The supplementary evidence included a map which showed where the van bar had been located for the TENs. This would not be in place for the license now applied for, with alcohol to be served from the catering unit.

 

 

Following questions from the sub committee, the following was confirmed:

                the site had used special waste receptacles for glass when the TENS were in operation, the applicant would prefer not to use single use plastic but had accepted a condition requested by the police in relation to use of non-breakable receptacles for consumption outside the footprint of the premises.

 

 

 

The sub-committee carefully considered all the representations, reports and evidence before them. They have had regard to their duties under S4 of the Licensing Act and considered guidance issued under s182 of the Licensing Act 2003 and Herefordshire Council’s Statement of Licensing Policy 2020 - 2025.
