Decision Maker: Strategic Assets Delivery Director

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

• The Council in partnership with Leominster Town Council (LTC) are carrying out refurbishment of the central area of Leominster, designated as Leominster Heritage Action Zone (HAZ) in consultation with Historic England using funds awarded under the government scheme for heritage regeneration projects.
• During the period of the work, (approximately 6 months in early 2024) it will be necessary for the weekly street markets and the monthly farmers markets run by LTC to be relocated to an alternative location.
• A review of possible sites was carried out and it has been agreed that part of Etnam Street car park which is owned by the Council is the most suitable.
• The occupation will be documented by a licence to occupy under which LTC will be responsible for managing the markets, clearing any litter, for reinstating any damage caused, managing any altered traffic flows necessary and holding all appropriate insurances
• The parking manager has been consulted and has no objection to use of part of the car park for this purpose
