The Corporate Director Community Wellbeing, in consultation with the Cabinet Member for Community Services and Assets, be given delegated authority to procure and award a contract to a contractor to complete the remaining elements of RIBA stages 4 (construction design) of the Hereford Museum and Art Gallery project and then commission up to RIBA stage 7 (practical completion) up to the project budget as defined in the capital programme;

the Corporate Director Community Wellbeing, in consultation with the Cabinet Member for Community Services and Assets be delegated authority to make all operational decisions required, including the expenditure of all remaining capital funding (including any additional funding secured from external providers), to progress the Hereford Museum and Art Gallery project to RIBA 7



1. To commission RIBA 4b of the current contract with Mace Limited to provide project management, design, quantity surveying and contract management services for a pre-construction period in relation to the Hereford Museum and Art Gallery for the sum of £698,156.97.
2. To award a Pre-Construction Services Agreement (PCSA) to Vinci Limited to provide pre-construction advice and support including temporary works design and a final construction cost for the Hereford Art Gallery and Museum to finalise RIBA 4 for the sum of £373250,000
3. To appoint various additional consultants as necessary for the completion of RIBA4 (eg landscape consultant, Fire Engineer, Security Consultant etc)
