The purpose of the report is to agree required changes in the programme combined with taking advantage of new opportunities.  The Fastershire Broadband Strategy 2019-22 is in implementation through contracts to network suppliers and bespoke community and business programmes.  Through that implementation there has been a number of factors nationally, within the broadband industry and through the delivery methods that are influencing a change of approach.  This is particularly relevant as the programme needs to address coverage to high cost premises along with the Government’s commitment to reaching 85% of premises with gigabit capability by 2025 and ensuring rural areas are not left behind.

a)    A Stage 6 is introduced to the Fastershire programme for premises to be part of Project Gigabit (areas as outlined in appendix 1) to include descoping 2,324 premises within the contract with Gigaclear;

b)    For Stage 5 programmes to be extended to support households, businesses and communities with criteria agreed in consultation with the Cabinet Member for Economy and Environment, including:

·       The community broadband programme to have an increased value for money threshold of £7k per premise with allowance of up to £10k to link communities

·       A new broadband business programme with a grant allocation of up to £20k per premise with 20% contribution from the beneficiary

·       Household grant be introduced from February 2022 for the 2,324 relevant premises affected by the descope from the Gigaclear contract;

c)    Clawback due in March 2022 from the original contract with BT is invested in the Stage 5 programmes for households, communities and businesses with delegated authority to the Chief Finance Officer in consultation with the Cabinet Member for Economy and Environment to amend the grant funding element of this project in the capital programme in line with the income received;

d)    Remaining Lots within the Gigaclear contracts are extended to completion dates of:

Lot 4: June 2022
Lot 2/3c: December 2022; and

e)    The Assistant Director Corporate Support be authorised to take all operational decisions necessary to implement the above recommendations subject to agreement with Gloucestershire County Council regarding their element of the programme.

28/10/2021 - Approve a preferred option for the development of a new care facility in Herefordshire for meeting future demand and service delivery ref: 8303    Recommendations Approved

To approve the preferred option to invest in and develop the council’s own care facility in Herefordshire to meet future demand.

 

The Council has identified that demographic changes and the development of the local care home market will bring pressure on existing capacity through increasing numbers of older and disabled people with complex needs. Additional care home bed capacity will be required to meet needs in such a way that the council can ensure access to care when it is needed and that the care is of high quality. There is also an opportunity to create new care facilities, which are high specification and fit for the future, for the delivery of care and support. Some of the options for consideration would see those facilities address the council’s environmental priorities, ensuring they are built to Herefordshire’s Future Homes Standard.

 

The options appraisal at Appendix 1 explores how the council can achieve 80 additional high quality care home beds under its control and sets out different options for doing so: 

 

1.     Do nothing;

2.     Enter into long-term block contractual arrangement with existing providers in the local market;

3.     Purchase buildings on the open market, redevelop and refit, to operate directly;

4.     Invest and develop the council’s own, large scale care home facility;

5.     Work with an investment and/or delivery partner to develop a new large-scale care home facility.

 

The appraisal identifies a recommended option for Cabinet to consider adopting as the council’s preferred approach, which would then be taken forward in greater detail for further consideration.

The global Covid-19 pandemic and the resulting measures taken to reduce the spread of the virus have had an unprecedented impact on the national and local economy and on people’s wellbeing and mental (as well as physical) health. Nationally the magnitude of the recession caused by the pandemic is unprecedented, GDP declined by 9.8% in 2020 the steepest drop since records began in 1948.

The pandemic has also had a severe impact on people’s mental health and wellbeing, due to long periods of anxiety, isolation, and uncertainty. The Herefordshire Community Wellbeing Survey 2021 found 28% of people reported high levels of anxiety, 32% experienced drop in household income, 33% doing less exercise, and 30% sleeping less well. Wellbeing is lowest in those living in the most deprived areas.
The council has worked across all directorates to support businesses, residents and communities throughout the pandemic to remain as safe as possible and to prevent and reduce spread of infection and protect those most vulnerable in our society.
Our focus now moves towards recovery. Over the coming months the true impact of the pandemic will become better known for the economy, community wellbeing and the organisation.

To support the recovery cabinet approved a £6.1m COVID Recovery Plan which includes the economy, community wellbeing and organisation. The recovery plan now focuses on the immediate impactful actions we need to take in the short term. Our priorities are to:

- Establish Safe and Welcoming Places
- Support Business Viability and Resilience,
- Support Employment
- Support Wellbeing.

06/09/2021 - To spend from the Property Services Estates Capital Works Programme to replace the timber and glazed front elevation screen to the Book of Remembrance Room at Hereford Crematorium & Cemetery ref: 8189    Recommendations Approved

The existing glazed timber screen to the front elevation of the Book of
Remembrance Building is no longer fully weather-tight and nearing end of
life. It is intended to replace this with a new aluminium framed screen
with double glazed windows and doors. This will improve the environment
for mourners and improve energy ratings.

S C Joseph Ltd have been identified as the bidder representing best value
for money following a competitive tender and assessment process in
accordance with Council procurement procedures. Quotations
were invited from three prospective companies and two returned valid
quotation for consideration.

The work to be awarded to S C Joseph Ltd at a cost of £18,424.00.

The overall budget of £65k is also to fund replacement floor finishes
and to improve access paths; all at Hereford Crematorium and Cemetery

03/09/2021 - Officer approval to sign access agreement for Midlands Energy Hub Dynamic Purchasing System (MEH DPS) in order to access pre-qualified suppliers and run tender exercise for Green Homes Grant Local Authority Delivery (GHG LAD) phase 2 project ref: 8188    Recommendations Approved

- E.On were awarded the original works via direct award through the Fusion 21 framework in November 2019. The project, to install replacement gas heating systems at Fayre Oaks Home Park, uses external private funding from the Warm Homes Fund to target property types at particular risk of causing fuel poverty i.e. park homes.

- The contract was awarded directly to allow for an end-to-end (turn-key) solution as permitted by the council’s contract procedure rules (CPR’s). This was due to the requirement of the provider for an end-to-end solution for meter installations through to heating system commissioning and handover. E.on was deemed the only suitable supplier on the Fusion 21 procurement framework due to their scope of services matching with this requirement, thus providing greater efficiency and continuity of supplier.

- The current contract automatically lapsed on 30 November 2020 so that the extension clause within the contract cannot be enacted. This contract date was originally put in place to dovetail with the recipient (funding) agreement with Affordable Warmth Solutions CIC who administer the Warm Homes Fund.

- To date, 63 installations have been completed, with a further 60 targeted to be completed by project end (31 May 2021) when the funding will be withdrawn.

- A waiver of standing orders, accompanying this document has been obtained through the relevant approvals to grant this contract via seal approval.
- Warm Homes Fund projects seek to alleviate fuel poverty for eligible residents in the county via the installation of more efficient and economic heating systems;
- Fuel Poverty affects around 10,862 households in the county (12.9%). This figure is higher than the national level and reflects the challenges that the county faces in relation to the energy efficiency of properties including a large proportion of older, hard to treat properties and restricted access to mains gas due to the rural nature of the county
- Decreasing fuel poverty can be linked to increasing housing standards as well as health and wellbeing. –
- Housing also accounts for around a quarter of the County’s carbon dioxide emissions and therefore by helping to improve the energy efficiency of heating systems in properties, the Warm Homes Fund projects will contribute to climate change reduction targets.

07/09/2021 - Grant of new short term tenancy in respect of Unit 34 Maylords Orchard Shopping Centre, Hereford ref: 8187    Recommendations Approved

The Maylord Orchard Shopping Centre is now owned outright by the council as a strategic asset in the centre of Hereford.
The Shopping Centre comprises multiple retail units some of which a number have been vacant for some time and it is important that occupation levels are increased so that the holding costs incurred by the Council are mitigated.
The letting will mitigate costs in terms of business rates and standing charges that the council will otherwise pay
The proposed tenant is an established company and the council’s managing agent Montagu Evans has recommended the letting.
The terms agreed are for a short term let for a period of nine weeks between November 2021 and January 2022 for retail purposes with the tenant to be responsible for payment of rent based on turn-over, business rates, utilities and internal repairs.
The tenancies at the Shopping Centre will not prohibit that council from undertaking development at a future date.

As part of the accountable body role there is a need for the council to independently assure all the business case submissions and project documentation that is submitted to the council at stage two of the Towns Investment Plan submissions. The council used Chamberlain Walker in stage 1 when the council needed assurance of the programme.

It has been decided that the assurance process needs to be consistent and it is considered appropriate for this work to be undertaken by the same consultants to ensure carry over the previous assurance and provide the council with a continuous review which is why an exemption to the contract procedure rules are being asked for. In January 2020 a decision was taken as below:
• Subject to a successful contract variation, winter opening hours of Household Recycling Centre’s will be reduced between the 1 October and 31 March each year to 0800 to 1600 (from current hours of 0800 to 1800).
• Subject to a successful variation to planning permission, Sunday opening at Ledbury Household Recycling Centre will be extended to 0800 to 1800 (Summer) and 0800 to 1600 (winter), current hours are 0930 to 1300.

In September 2020 a subsequent decision was taken to maintain the summer opening hours at Ledbury as planning permission had not yet been sought to extend the opening hours on Sunday.

Planning permission has now been approved but with a condition which restricts HGV movement from the site on Sundays therefore Sunday opening is currently 09:30 to 18:00 instead of from 08:00
Another application is currently with planning to vary the condition to allow the site to open from 08:00 on Sundays and determination is expected on 15th September.

Usage of the site from 24th July to 24th Aug 2021 is at an average of 73% booked.

The disposal of garden waste will begin to fall shortly and will be reduced by 1st October therefore the number of bookings is also expected to reduce.

If the planning application is not successful and the usage on site reaches 100% of slots booked.the number of slots available per hour could be reviewed to potentially increase the capacity across the reduced opening hours to match that of the other market towns.

30/08/2021 - Award of professional services contract to undertake outline design and consultation for the Cathedral and River Wye Quarter as part of the Hereford City Centre Improvements (HCCI) ref: 8166    Recommendations Approved

A feasibility business case was developed and approved in 2019 to continue the development of the HCCI project. This requested funding to broaden the extents of the HCCI project to include an area to the west of High Town which includes Broad Street, King Street, Bridge Street and other smaller streets in the vicinity referred to as the Cathedral and River Wye Quarter.

Procurement of professional services is required to develop an outline design for improvements to the Cathedral and River Wye Quarter which will draw on the approach to the High Town area but will reflect the distinct character and function of this area. The package of streetscape and green infrastructure elements outlined for the project will also cover this area. Where feasible, these will be initially installed in the existing streets and will be subsequently be integrated into the improvements in this area.

Following the addition of the Cathedral & River Wye Quarter to the HCCI project, some early engagement with stakeholders was undertaken in late 2019 and early 2020. This engagement will continue as part of the development of the outline design. A public consultation will also be undertaken to inform the outline design.

The Director for Economy and Place took a decision 18 December 2020 to authorise the commencement of a competitive procurement for professional services within a budget of £150,000. This decision can be viewed using the following link:

A tender for professional services to develop an outline design and undertake consultation was advertised directly by the council through an open procurement process on the councils tendering portal.

Twelve compliant tender returns were received and evaluated independently by three officers. Tenders were evaluated against the following scoring criteria:

In addition to the review of the existing High Town design it has been determined that the provision of streetscape and green infrastructure elements is a valuable part of the overall public realm improvements to be delivered as part of the HCCI.

This package of streetscape and green infrastructure elements will be identified and procured within the initial phase of the project and will include:
• Street furniture including benches and bins
• Trees and soft landscaping
• Public art
• Provisions to maintain public safety including the risk of errant vehicles
• Cycle storage provision
• Street Lighting
• Improvements to the facilities for markets and events
• Measures to improve air quality
These works will be funded from the LEP Getting Building Grant.

A design process to develop the branding has been undertaken which has included consultation with the Cabinet Member Infrastructure and Transport, Cabinet Member Housing, regulatory services, and community safety, Hereford City Council, Hereford Business Improvement District and the Markets and Fairs team at the council. The consultees have confirmed that the developed design is acceptable.

To ensure value for money is achieved a competitive open tender has been completed through the council’s procurement portal and in accordance with the council’s Contract Procedure Rules. Three quotations were received for the supply of the gazebos with the new branding.
