For members of the Health and Wellbeing Board to approve the Mental Health and Wellbeing Strategy, which is an all age strategy developed by Herefordshire and Worcestershire Integrated Care System (ICS)

The resident at the property has identified an ‘exceptional need’ as stated with the Traffic Regulation Order (TRO) for the council to issue a permit.
The resident parking policy states that decision in this respect are determined on the following:
• An exceptional (non-commercial) need for the applicant to have access to on-street parking in the vicinity of their property
• The availability of on-street parking in the locality and time when parking is most likely to occur;
• Whether the applicant has access to alternative parking
• Whether other similar requests would be expected to be fulfilled (e.g. from households in the same development or street);
• The support and promotion of sustainable travel in the locality.

The global Covid-19 pandemic and the resulting measures taken to reduce the spread of the virus have had an unprecedented impact on the national and local economy and on people’s wellbeing and mental (as well as physical) health. Nationally the magnitude of the recession caused by the pandemic is unprecedented, GDP declined by 9.8% in 2020 the steepest drop since records began in 1948.

The pandemic has also had a severe impact on people’s mental health and wellbeing, due to long periods of anxiety, isolation, and uncertainty. The Herefordshire Community Wellbeing Survey 2021 found 28% of people reported high levels of anxiety, 32% experienced drop in household income, 33% doing less exercise, and 30% sleeping less well. Wellbeing is lowest in those living in the most deprived areas.
The council has worked across all directorates to support businesses, residents and communities throughout the pandemic to remain as safe as possible and to prevent and reduce spread of infection and protect those most vulnerable in our society.
Our focus now moves towards recovery. Over the coming months the true impact of the pandemic will become better known for the economy, community wellbeing and the organisation.

To support the recovery cabinet approved a £6.1m COVID Recovery Plan which includes the economy, community wellbeing and organisation. The recovery plan now focuses on the immediate impactful actions we need to take in the short term. Our priorities are to:

- Establish Safe and Welcoming Places
- Support Business Viability and Resilience,
- Support Employment
- Support Wellbeing.

To ensure that the council manages its transport services effectively whilst also meeting its statutory duties and ensures children are transported to school in line with eligibility.

To deliver a free or discounted bus travel scheme that will:

Incentivise people to return to leisure and social activities, and visit across Herefordshire - kick starting the economy

Increase footfall in market Towns, the City centre, and across the wider County

The Shell Store is owned by the Council, and has been developed to operate as a business incubation, development and networking Centre to stimulate business activity, with 40 units for rent.

The Shell Store units are envisaged as being occupied through easy in, easy out terms, through licence arrangements.

We want to welcome and settle the first set of tenants into the building as soon as possible to create an income and generate a positive atmosphere to stimulate further interest.

The terms agreed reflect on market rents and the facilities on offer to tenants.

The prospective tenant has cleared appropriate checks.

To seek approval to accept £144,636 revenue funding from the Department for Transport (DfT) Local Authority Capability Fund to deliver a programme of walking and cycling activities and promotions across the county in 2021/22.

The existing glazed timber screen to the front elevation of the Book of
Remembrance Building is no longer fully weather-tight and nearing end of
life. It is intended to replace this with a new aluminium framed screen
with double glazed windows and doors. This will improve the environment
for mourners and improve energy ratings.

S C Joseph Ltd have been identified as the bidder representing best value
for money following a competitive tender and assessment process in
accordance with Council procurement procedures. Quotations
were invited from three prospective companies and two returned valid
quotation for consideration.

The work to be awarded to S C Joseph Ltd at a cost of £18,424.00.

The overall budget of £65k is also to fund replacement floor finishes
and to improve access paths; all at Hereford Crematorium and Cemetery

- E.On were awarded the original works via direct award through the Fusion 21 framework in November 2019. The project, to install replacement gas heating systems at Fayre Oaks Home Park, uses external private funding from the Warm Homes Fund to target property types at particular risk of causing fuel poverty i.e. park homes.

- The contract was awarded directly to allow for an end-to-end (turn-key) solution as permitted by the council’s contract procedure rules (CPR’s). This was due to the requirement of the provider for an end-to-end solution for meter installations through to heating system commissioning and handover. E.on was deemed the only suitable supplier on the Fusion 21 procurement framework due to their scope of services matching with this requirement, thus providing greater efficiency and continuity of supplier.

- The current contract automatically lapsed on 30 November 2020 so that the extension clause within the contract cannot be enacted. This contract date was originally put in place to dovetail with the recipient (funding) agreement with Affordable Warmth Solutions CIC who administer the Warm Homes Fund.

- To date, 63 installations have been completed, with a further 60 targeted to be completed by project end (31 May 2021) when the funding will be withdrawn.

- A waiver of standing orders, accompanying this document has been obtained through the relevant approvals to grant this contract via seal approval.
- Warm Homes Fund projects seek to alleviate fuel poverty for eligible residents in the county via the installation of more efficient and economic heating systems;
- Fuel Poverty affects around 10,862 households in the county (12.9%). This figure is higher than the national level and reflects the challenges that the county faces in relation to the energy efficiency of properties including a large proportion of older, hard to treat properties and restricted access to mains gas due to the rural nature of the county
- Decreasing fuel poverty can be linked to increasing housing standards as well as health and wellbeing. –
- Housing also accounts for around a quarter of the County’s carbon dioxide emissions and therefore by helping to improve the energy efficiency of heating systems in properties, the Warm Homes Fund projects will contribute to climate change reduction targets.

The Maylord Orchard Shopping Centre is now owned outright by the council as a strategic asset in the centre of Hereford.
The Shopping Centre comprises multiple retail units some of which a number have been vacant for some time and it is important that occupation levels are increased so that the holding costs incurred by the Council are mitigated.
The letting will mitigate costs in terms of business rates and standing charges that the council will otherwise pay
The proposed tenant is an established company and the council’s managing agent Montagu Evans has recommended the letting.
The terms agreed are for a short term let for a period of nine weeks between November 2021 and January 2022 for retail purposes with the tenant to be responsible for payment of rent based on turn-over, business rates, utilities and internal repairs.
The tenancies at the Shopping Centre will not prohibit that council from undertaking development at a future date.

The No.1 Station Approach Student Accommodation development in Hereford has been delayed and could not be completed in time for the new term.

Therefore short term provision of alternative student accommodation is urgently required until students can access the completed building at No.1 Station Approach.

Therefore, the council will provide a license on a cost covering basis, allowing them to accommodate the students whilst station approach is completed.

East Street car park is owned by the council who have been approached by the new owner of 7 Castle Street to grant an access licence to allow him to access the garage situated at the rear of the property

The previous owner of the property had the benefit of an access licence personal to him for many years and no inconvenience or obstruction to the council resulted from the exercise of the rights granted

Terms for the licence have been agreed which include the payment of an annual fee based on the cost of an annual season ticket and an obligation on the licensee to cause no nuisance or obstruction to the council or other legitimate users of the car park.

To consider an application under the Highways Act 1980, Section 119, to make a public path diversion order to divert part of Footpath LTB11(part) in the parish of Linton.

1. The land at Merton Meadow car park is owned by the council and provides a site which is suitable and easily accessible by the public for the provision of testing for /vaccination against COVID-19.
2. The Director of Public Health has and retains primary responsibility for the health of their communities. This includes being assured that the arrangement to protect the health of the communities that they serve are robust and are implemented.
3. The implementation of COVID-19 testing supports the overall public health response to the pandemic and helps mitigate its impact on vulnerable populations and healthcare systems, while ensuring that societies and economies continue to function.
4. Testing is a vital part of managing any infectious disease. The data helps us to monitor the extent to which the infection is present and/or spreading and ensure that we have information and intelligence to keep people safe

To consider the comments and objections received from nine residents, in relation to the advertisement of the council’s proposal to introduce the following Traffic Regulation Order: HEREFORDSHIRE COUNCIL (WHITTERN WAY, PIGGOT CLOSE, EASTNOR DRIVE, ARAMSTONE RISE, GARNSTONE RISE, HEREFORD) (CONTROLLED PARKING ZONE

Schools Forum to approve two amendments to the scheme of delegation to schools as requested by the Department for Education . The scheme must now includes provision for schools to submit a 5-year budget forecast each year, and a recovery plan if their deficit rises above 5%.

The visitor economy has been the worst effected sector by Covid 19, required to close for long periods of lockdown, losing income during periods of peak season. The council’s Covid 19 Recovery Plan identified a need to support the soonest possible recovery of the visitor economy through a marketing and PR campaign promoting opportunities for staycation visits into the autumn of 2021 and spring of 2022, building on a successful early phase of activity funded by the Marches LEP.

This decision relates to the appointment of Travel Tonic who have been openly procured to lead on the PR campaign.

• A community car club is a local, member-based initiative that provides access to pay-as-you-drive vehicles. Community car clubs are typically run by local groups to support their communities

• Car clubs can improve accessibility to transport provision for residents particularly in rural areas

• Car clubs can help households reduce their carbon footprint by not owning a car and having more consideration about car use

• A number of towns and villages have expressed interest in establishing community clubs including Leominster, Ross, Ledbury, Kington, Sutton St Nicholas and Fownhope

• Herefordshire residents are enthusiastic but a high level of commitment and knowledge is required to set up a scheme

• New car clubs cannot currently get insurance so hence the direct award to MHCC to administer this pilot

• MHCC helped support the establishment of the St James & Bartonsham car club. MHCC has also been liaising and offering advice to residents in towns and villages currently interested in establishing a community car club.

To award contract to Walsh Construction Limited to deliver the construction phase of the missing link in the cycleway across the Hereford Enterprise Zone around Plot C1. Work will take place along the northern edge of the Straight Mile and up into Chapel Road. The quoted cost for delivery of the works is £258,925.96. An additional £25,892.60 contingency needs to be included based on the risk analysis carried out by Summers Inman LLP, who will project manage the new development on behalf of the council. The total amount required to implement this decision is therefore £284,818.56.

As part of the accountable body role there is a need for the council to independently assure all the business case submissions and project documentation that is submitted to the council at stage two of the Towns Investment Plan submissions. The council used Chamberlain Walker in stage 1 when the council needed assurance of the programme.

It has been decided that the assurance process needs to be consistent and it is considered appropriate for this work to be undertaken by the same consultants to ensure carry over the previous assurance and provide the council with a continuous review which is why an exemption to the contract procedure rules are being asked for. There are up to 15 business cases that may be put forward, 3 of those are business cases for council promoted projects.

To update the audit and governance committee on the current status of the energy from waste loan arrangement to enable the committee to fulfil its delegated functions.

To move to winter opening hours from 1st October 2021 at Ledbury Household Recycling Centre in line with all other household recycling centres across the county

In January 2020 a decision was taken as below:
• Subject to a successful contract variation, winter opening hours of Household Recycling Centre’s will be reduced between the 1 October and 31 March each year to 0800 to 1600 (from current hours of 0800 to 1800).
• Subject to a successful variation to planning permission, Sunday opening at Ledbury Household Recycling Centre will be extended to 0800 to 1800 (Summer) and 0800 to 1600 (winter), current hours are 0930 to 1300.

In September 2020 a subsequent decision was taken to maintain the summer opening hours at Ledbury as planning permission had not yet been sought to extend the opening hours on Sunday.

Planning permission has now been approved but with a condition which restricts HGV movement from the site on Sundays therefore Sunday opening is currently 09:30 to 18:00 instead of from 08:00
Another application is currently with planning to vary the condition to allow the site to open from 08:00 on Sundays and determination is expected on 15th September.

Usage of the site from 24th July to 24th Aug 2021 is at an average of 73% booked.

The disposal of garden waste will begin to fall shortly and will be reduced by 1st October therefore the number of bookings is also expected to reduce.

If the planning application is not successful and the usage on site reaches 100% of slots booked.the number of slots available per hour could be reviewed to potentially increase the capacity across the reduced opening hours to match that of the other market towns.

A feasibility business case was developed and approved in 2019 to continue the development of the HCCI project. This requested funding to broaden the extents of the HCCI project to include an area to the west of High Town which includes Broad Street, King Street, Bridge Street and other smaller streets in the vicinity referred to as the Cathedral and River Wye Quarter.

Procurement of professional services is required to develop an outline design for improvements to the Cathedral and River Wye Quarter which will draw on the approach to the High Town area but will reflect the distinct character and function of this area. The package of streetscape and green infrastructure elements outlined for the project will also cover this area. Where feasible, these will be initially installed in the existing streets and will be subsequently be integrated into the improvements in this area.

Following the addition of the Cathedral & River Wye Quarter to the HCCI project, some early engagement with stakeholders was undertaken in late 2019 and early 2020. This engagement will continue as part of the development of the outline design. A public consultation will also be undertaken to inform the outline design.

The Director for Economy and Place took a decision 18 December 2020 to authorise the commencement of a competitive procurement for professional services within a budget of £150,000. This decision can be viewed using the following link:

A tender for professional services to develop an outline design and undertake consultation was advertised directly by the council through an open procurement process on the councils tendering portal.

Twelve compliant tender returns were received and evaluated independently by three officers. Tenders were evaluated against the following scoring criteria:

Following a moderation session with the three evaluators supported by a member of the procurement team, Burroughs were ranked first with a tender price of £79,930.00 and an overall moderated scored of 77.36% which was made up of 46.61% against cost and 30.75% against quality.

In addition to the review of the existing High Town design it has been determined that the provision of streetscape and green infrastructure elements is a valuable part of the overall public realm improvements to be delivered as part of the HCCI.

This package of streetscape and green infrastructure elements will be identified and procured within the initial phase of the project and will include:
• Street furniture including benches and bins
• Trees and soft landscaping
• Public art
• Provisions to maintain public safety including the risk of errant vehicles
• Cycle storage provision
• Street Lighting
• Improvements to the facilities for markets and events
• Measures to improve air quality
These works will be funded from the LEP Getting Building Grant.

A design process to develop the branding has been undertaken which has included consultation with the Cabinet Member Infrastructure and Transport, Cabinet Member Housing, regulatory services, and community safety, Hereford City Council, Hereford Business Improvement District and the Markets and Fairs team at the council. The consultees have confirmed that the developed design is acceptable.

To ensure value for money is achieved a competitive open tender has been completed through the council’s procurement portal and in accordance with the council’s Contract Procedure Rules. Three quotations were received for the supply of the gazebos with the new branding.
