Purpose:
The Section 106 Contributions arise from two
separate Planning Permissions.
1) Planning Permission was approved for 150478/0. Proposed erection
of up to 460 dwellings including affordable housing, public open
space, a Park & Ride facility, with associated landscaping
access, drainage and other associated works. (For DOC 5 6 7 8 10 11
1315 16 18 19 20 22 24 25 (Part discharge of 7 15 16 18 & 22)
see 171877). The permission was subject to a section 106 agreement
dated 19th May 2017.
The section 106 agreement required the monies to be used towards
outdoor sports facilities for hockey, rugby, football and cricket
provision as identified in the Councils Playing Pitch Assessment
2012 updated 2014 and Outdoor Sports Investment Plan 2016.
The Contribution received was £292,355.56
2) Planning permission was approved for 164024. Re-development of
former council offices at Bath Street, Hereford including change of
use from B1 - Business to C3 – Dwelling houses to provide a
total of 75 apartments (comprising 1 & 2 bed apartments).
Re-development includes partial demolition of existing buildings
(as indicated on submitted drawings), conversion of remaining
elements, extensions to existing and also new build to provide
residential accommodation and associated landscaping, drainage,
parking and ancillary buildings. The permission was subject to a
section 106 agreement dated 9 April 2018 and a Deed of Variation
dated 20 December 2019.
The section 106 agreement required the monies to be used towards
outdoor sports facilities for hockey, rugby, football and cricket
provision as identified in the Councils Playing Pitch Assessment
2012 and Outdoor Sports Investment Plan 2016.
The Contribution received was £20,752.00
From 150478/0 £286,000 was spent on:
New 3G Football Pitch at Herefordshire Football Association
Headquarters Widemarsh Common Hereford and a new 3G at Pegasus
Football Club Old School Lane Hereford leaving
£6,355.56.
This was combined with the £20,752.00 to provide a total sum
of £27,107.56.
It was agreed at Herefordshire Playing Pitch Assessment and Outdoor
Sports Investment - Partnership Steering Group Meeting in October
2021.
That this would be allocated to:
1) An Artificial Turf Pitch/All Weather Pitch for hockey and
football training at the Halo Leisure Centre, Holmer Road -
£9,035.85 – This was the subject of Record of officer
Decision signed by Neil Taylor, Interim Directory, Economy and
Regulatory Services 15th November 2021.
2) Changing facilities women’s/girl’s Rugby –
Hereford Rugby Club - £9035.86. Scheme delayed as a result of
Covid and flooding.
3) Alterations to Football changing rooms – HFA HQ Widemarsh
Common- £9035.85
Herefordshire Football Association (Widemarsh Common) have
requested the payment of £9035.85 of section 106 Sports
monies as a contribution towards the internal alterations and
reconfiguration of existing changing rooms at the HFA HQ Widemarsh
Common. Work is complete and after completion of the car park the
facilities will be open to the public May/June 2022.
It is agreed to pay Herefordshire Football Association (Widemarsh
Common) the following section 106 monies;
164024 - Former Council Offices 39 Bath Street Hereford –
£9,035.85 from account B03302 FIN1863 GT04.
The scheme meets the ambition in the Herefordshire County Plan
2020-2024 to strengthen communities to ensure everyone lives well
and safely together and to improve residents’ access to green
space.
