To approve a variation of the cabinet decision of 30 January 2020 (minute 122 resolution (a)) and approve the tendering and procurement of a building maintenance, small works and cleaning services contractor for a period from 1 April 2021 to 30 June 2023. The services delivered under this contract are critical to ensuring that the council is able to maintain its buildings in a condition that is safe for community users and staff. This contract enables the council to react to these requirements in a timely and cost effective way.
Under a cabinet decision on 30 January 2020 the building maintenance, small works and cleaning services were to be tendered for a period from 1 September 2020 to 30 June 2023. Due to the Covid emergency the tender process was suspended and a cabinet member decision was taken to grant an extension of the existing contract of one year to enable time for the contract to be re-tendered.
The current provider, Balfour Beatty Living Places (BBLP), declared in August 2020 that they would only be willing to provide the service up to 31 March 2021.
The relatively short term of this contract will provide a timeline for the completion of a strategic review of property services and subsequent implementation of change subject to approval.
The council has a duty of care to ensure the safety of the users of over 100 of the council’s operational buildings such as libraries, offices, children’s centres and schools both visiting public and our staff; this contract enables the council to comply with these duties.

As set out cabinet confirmed the allocation of
pothole and challenge fund to highway maintance and confirmed this

This decision sets out what intended works are. If any changes
occurred this will be managed through the contract change control
mechanism.
The programme of works have been derived from the asset management
data and therefore justify investment based on their risk
profile.
The public realm services contract with Balfour Beatty Living
Places (BBLP), was put in place through a competitively tendered
process and the council will ensure its duty to secure best value
is met through scrutiny of the cost and quality of the works
commissioned with these funds. All works needed are in the scope of
the public realm services contract as part of its core
services.
Given the imperative for timely action to complete the entire
programme of works in 2020/21 and to spend of external grant it was
agreed at cabinet and council that these works be commissioned
through the public realm services contract. This on the basis that
the resources needed to investigate, design and implement the works
required are more immediately available to the council, than if
other procurement routes were taken.
Resources and management processes are in place to manage delivery
through the public realm services contract. These are proven to
ensure works are controlled by the established contract management
systems and change control processes. If others were used, as is
always the case when procuring works through a separate contract,
the council would have to identify and assign resources to its
management of new contract(s) and the project management of the
works as separate, or supplemental, to the management processes and
resources that are established for the management of the public
realm services contract.

In late 2019 Hereford was included within the
government’s “Towns Fund” Programme. Through the
Towns Fund, Government is working with places to address growth
constraints and to ensure the country can chart a course of
recovery from the impact of Covid-19. The overarching aim of the
Towns Fund is to increase economic growth with a focus on
regeneration, improved transport, better broadband connectivity,
skills and culture.
Each town in the programme is required to submit a “Town
Investment Plan” (TIP) which sets out the vision and strategy
for the town and includes a selection of projects that will deliver
the vision. There are two phases in the process, with a decision
gateway at the end of each. First, towns will develop TIPs, which
will be assessed by the Ministry of Housing Communities and Local
Government to inform a Heads of Terms offer (given the submission
is of sufficient quality). Towns will then develop agreed projects
and business cases in detail, and government will assess that
information before releasing funding for implementation. This
second element of the process is not currently part of the Rose
Regeneration commission.
The Hereford Towns Fund Board is a public / private organisation
set up to drive the production of the TIP. Its formation was a
condition of inclusion on the programme and its membership has been
determined on the basis of government guidance. The Board, via
Herefordshire Council as the accountable body, wish to appoint a
consultant that has experience in delivering similar masterplan and
visioning documents, engaging with local communities and preparing
a strong evidence base.
There was no application process for selection within the Towns
Fund programme and Hereford’s inclusion was a government,
rather than local, decision. There was no engagement with the
council about the process prior to the announcement of the selected
towns and launch of the programme, and neither was there any
ability to lobby for the inclusion of other towns within
Herefordshire.
Recognising the need to seek appropriate expertise to deliver the
TIP by the deadline, the procurement of specialist consultancy
support has been undertaken in accordance with the council’s
contract procedure rules.
The procurement procedure was a restricted tender process which was
issued to five potential suppliers. Three responses were received
back and assessed by a panel consisting of four board members from
the Towns Fund board plus the Economic Development Manager and
Councillor Hitchiner. Rose Regeneration were appointed due to their
experience in the field of economic regeneration work including the
current production of several Town Investment Plan’s in the
east of England. They were also able to demonstrate knowledge and
experience of local issues which members on the panel felt
advantaged them in terms of understanding the city and its issues
which will enable them to swiftly move on the commission.

made in respect of these the relevant legislation provides for debt
to be pursued.
In order for the council to continue to exercise its public duty,
and recover all associated costs with the enforcement of parking

A small number of residents of Edgar Street,
Hereford have no off road parking for their properties. In December
2018 side streets adjacent to Edgar Street were restricted in use
to residents only, though this did not include properties in Edgar
Street. This has resulted in a severe lack of parking options for
these residents.
Available kerb space within zone E has been identified which may
accommodate the needs of these residents. However, whilst the
impact is expected to be limited, care must be taken to ensure that
the inclusion of more residents into this zone it does not create
an oversubscription and affect existing zone E users.
An up to six month trail of this change took effect from December
2019, as no issues were reported this have now been made
permanent.

On 6 August 2020 the Cabinet Member for
Infrastructure and transport made the following decision:
(a) £2m to be spent in 2020/21 on the U and C road network
following resolution at the meeting of the Council held on 14
February, 2020. The proposed delivery programme, following
assessment/survey of the whole network, will be confirmed in a
further cabinet member report; and
(b) £2m investment in infrastructure capital programme budget
is invested and spent as set out below:
a. £380k Drainage works in Lea Flood Alleviation Scheme
b. £300k Drainage investment in capital schemes to alleviate
public realm flood sites and damaged / broken assets.
c. £20k Improve signage at gauge boards at known flooding
areas and diversion routes such as A438 Letton.
d. £300k Investment in structures.
e. £500k Highway safety scheme.
f. £100k Invest in the Public Rights of Way damaged
infrastructure resulting in closed networks.
g. £100k Playground investments.
h. £100k Footpath Improvements.
i. £200k winter fleet investment
This is a separate capital budget to the Annual plan Local
Transport Plan capital budget and costs will be reported against
the budget line.
The Acting Assistant Director has determined that the most effect
way to deliver this additional investment is through the Public
Realm Services Contract given that the proposed works are within
the scope of that contract.
To achieve this the Acting Assistant Director has decided to use
her delegated authority provided by the Cabinet Member
Infrastructure and Transport on 29 April 2020 to vary the Public
Realm Service Annual Plan 2020/21 by adding these works to the
Annual Plan.
Therefore the following will be added to the Annual Plan:
£2,000,000 C & U Roads – the programme is to be
derived from information gained from current Visalia surveys and
will be the subject of a further decision by the Cabinet Member and
adjustment to the Annual Plan by the Acting Assistant

The introduction of a booking system to these sites will:
• Ease traffic congestion to the sites through providing time
slots for residents to visit, reducing the number of vehicles
queuing throughout the day;

• Reduce the impact of queuing traffic on surrounding
businesses, specifically the Rotherwas site in Hereford where we
have received reports of negative impacts that queuing traffic is
having;
•
• Prevent the need for the use of the Halo car park in
Leominster which is important as the centre begins to open to more
users;
•
• Ensure queuing traffic does not then impact access at the
Leominster site where the access road cannot accommodate 2 vehicles
along the whole stretch;
•
• Provide residents with more certainty over their access into
the site so they can plan their journey;
•
• Help to reduce the incident of fly-tipping close to the
sites which is possibly a consequence of people not wanting to wait
to dispose of their waste; and
• Continue to ensure social distancing and improved hygiene
control measures can be maintained on both sites;
The introduction of a booking system across the other 4 sites has
worked well and has been received positively by residents with
feedback that ‘it is speedy and efficient’ and
‘brilliant with the booking system in place.’

accountable body and lead partner for the sustainable energy in
public buildings project for the Marches LEP area up to 31 May

-This project will support energy efficiency refurbishments and

region public buildings as well as supporting the delivery of their
carbon reduction and climate change strategies.
-The original project supported installations in 17 public
buildings and is estimated to have delivered annual energy and
greenhouse gas savings of 1.15Gwh and 357 tonnes across the Marches
against targets of 1.00Gwh and 328 tonnes CO2 equivalent
respectively.
-In Herefordshire annual reductions of 0.2 GWh and 60 tonnes CO2e
are estimated to have been achieved across 6 buildings from a
mixture of solar PV and LED lighting and control
installations.
