Authority to spend has already been received
for the Mezzanine Floor Development and it is intended to join the
two projects to achieve better value due to the larger scale of the
works and to avoid a second period of disruption to the library.
The joint project can now proceed on a design and build basis with
the engagement of professional consultants to support the delivery.
The decision to undertake a separate procurement route for
consultants was based upon the specialist nature of the building
being listed, and to carry out comparative market testing
