To revise the Charity Shop Disposal Policy to incorporate Community Interest Company’s and other not for profit organisations collecting household waste for reuse
Under the Environmental Protection Act 1990
and Controlled Waste Regulations 2012 waste from premises occupied
by—
a. a (being a company which is registered as such with the
registrar of companies), or
b. a charity or other not for profit body,which collects goods for
re-use or waste to prepare for re-use from domestic property is
classified as household waste. A charge for collection can be made
and a charge for disposal can be made for items which originated
from a non-domestic premise.
This is the same classification and gives the council the same
permissions to make charges for the collection and disposal of
waste from these premises as those for a charity shop therefore it
is reasonable to treat these organisations in the same way as we
already do for charity shops.
Increased reuse of household items is encouraged and supported by
the council, having been identified by the Waste Management
Strategic Review Task and Finish Group Report published in 2020

2020-21 data shows that each tip permit issued costs the authority
about £83.88 in disposal therefore the allocation for one
premises per annum is estimated will cost just over £1000,
plus some officer time to administer the scheme.
It is expected that there will be limited numbers of this type of
organisation across Herefordshire with officers only currently
being aware of two. Therefore the cost will be minimal in
comparison to the public good that this good will gesture will
afford to those charities and community interest company carrying
out this practice.
