Bypass Phase 1 Impact Mitigations

We the undersigned petition the council to 1. Establish a traffic baseline through independent automatic traffic counts on the C1098 and B4352 before construction of the SLR/Bypass Phase One begins, and at defined intervals post-opening, with classified counts and speeds, published openly. This should include an assessment of through traffic vs access traffic. 2. Define and publish openly thresholds for flow, HGV proportion and 85th-percentile speed which, if exceeded, oblige the council to implement a pre-agreed package of mitigations. 3. Implement the pre-agreed mitigations, if thresholds are met, giving consideration to a prohibition-of-through-traffic order and/or a 7.5-tonne weight restriction except for access; physical measures to slow and deter thro

Herefordshire Council is about to build the first phase of the Hereford bypass. Its own business case admits the new road will push yet more traffic onto the already over-used Bridge Sollers Road and through Madley — and no measures are in place to deal with it. Planning permission for the new road states that HGVs must be banned from Belmont Road, pushing yet more traffic through Madley and Bridge Sollers. Hereford desperately needs a bypass, we are just asking the council to ensure that our surrounding rural communities are not adversely impacted as a result.
