To approve Herefordshire Council’s
proposed admissions arrangements for the academic year
2026/2027
The proposed arrangements comply with the current School Admissions
Code which came into force on 1 September 2021. The recommendation
applies to admission arrangements determined in 2024 for admission
in school year 2026/2027 for those schools in Herefordshire for
whom the council is the admissions authority.
In 2022 some minor clarification changes were made to the
arrangements previously published on the council’s website to
bring the admissions arrangements in line with the updated code.
These updates did not require consultation as they were required by
the code itself.

To recommend to Council the proposed 2023/24 budget and associated Medium Term Financial Strategy and the Treasury Management Strategy for recommendation to Council on 10 February 2023.
The proposed budget reflects current and expected service delivery requirements and the provisional local government settlement announced on 19 December 2022. Overall the base budget for 2023/24 is proposed to increase to fund budget pressures. Savings of £20.0m are required in 2023/24 and an increase in council tax of 4.99% (inclusive of 2% adult social care precept) is proposed to deliver a balanced budget.
The draft Medium Term Financial Strategy (MTFS), attached at appendix A, has been updated to reflect current assumptions and estimates of future year funding and service requirements in line with the County Plan.
The Treasury Management Strategy, attached at appendix D, includes the proposed borrowing and investment strategy, the council’s expected minimum revenue provision and the associated prudential indicators which demonstrate that the council’s proposed capital investment budget is affordable, prudent and sustainable

24/06/2021 - Youth Justice Plan 2021 - 2022
To endorse the Youth Justice Plan 2021/22 for
approval by full Council and consider whether there are any
comments the committee would wish to make that would inform the
production of the Plan for 2022/23.
The Youth Justice Plan forms part of the council's budget and
policy framework and is reserved to full council to approve.
The plan is produced on an annual basis on behalf of Herefordshire,
Shropshire, Telford and Wrekin and Worcestershire councils. The
basic plan preparation is undertaken by the West Mercia Youth
Justice Service according to the deadlines and content requirements
set by the Youth Justice Board for England and Wales (YJB).
The plan sets out how youth justice services across West Mercia are
structured and resourced and identified key actions to address
identified risks to service delivery and improvement.
Under section 40 of the Crime and Disorder Act 1998, each council
has a duty to produce a plan setting out how youth justice services
in their area are provided and funded and how the youth offending
service for the area is funded and composed, the plan is submitted
to the YJB.
