To approve the grant a new leases, licences, tenancies and other legal agreements in respect of various properties held within the council’s commercial property portfolio as identified in Schedule 1 to existing occupiers on terms recommended by the council’s appointed agents
1. The properties are owned by the council as part of its property investment portfolio held to deliver optimum commercial returns through rental income which is used to support the council’s strategic objectives in line with the Council Plan 2024-2028.
2. The council has awarded contracts in consultation with the procurement team and in line with the council’s procurement rules for the provision of estates professional services including lease renewals and the negotiation of new leases where properties were occupied under Tenancies at Will or Licences.
3. The appointed agents were instructed to negotiate the terms of a new lease with the existing occupier.
4. The agents have surveyed the properties, reviewed the level of market rents achievable in this location and made justified recommendations on the terms of the agreements and the level of rent achievable.
5. Provisional agreement, subject to formal approval, has been reached with the current occupiers.
6. A Tenancy at Will is necessary to enable the tenant to remain in occupation while a new lease is finalised.

To award a contract to PricewaterhouseCoopers (PwC) to deliver a savings diagnostic of the Adult Social Care (ASC) service as Phase 1 to identify recurrent, sustainable savings over the Medium Term Financial Strategy period, with the option to award Phase 2 to the provider for the design, implementation and support to deliver the savings identified as part of Phase 1. The diagnostic will be delivered within 12 weeks of the contract start date and will cost £295,000.
The award of Phase 2 will be subject to confirmation by the Corporate Director Community Wellbeing and the Director of Finance that the opportunities identified through the diagnostic will deliver significant annualised savings. Continuation to Phase 2 will be subject to a key decision.

The purpose of this report is to seek Cabinet approval for the adoption of a new Parking Strategy for Herefordshire. This report presents the new Parking Strategy, which sets out the Council’s long-term vision, principles and priorities for parking across Herefordshire. The strategy is intended to guide decision-making, investment, and operational practice for both on-street and off-street parking, ensuring that parking plays a supportive role within the wider transport network rather than operating in isolation.
The strategy has been developed to align with the Local Transport Plan, the Council Plan and other relevant corporate and place-based priorities. It recognises the role parking plays in supporting town centres, tourism, freight and servicing, enabling access for disabled users and residents, and creating safe and attractive public spaces. It also reflects the increasing importance of integrating parking with sustainable travel choices, technological innovation, and efficient asset management.
