Decision to grant a right of access by licence to the purchaser of property in St Owen Street Hereford across council land at Gaol Street
• Historically an access licence has been granted to the owner of 19 St Owen Street to enable them to gain access to parking spaces at the rear of their property. .
• No 19 St Owen Street has its own parking spaces and will not be parking in Shirehall Car park, merely crossing the entrance to the car park from Gaol Street.
• This is continuation of an existing arrangement, but as the business is being sold, the new owner requires a licence.
• A licence is required to prevent permanent rights being acquired by prescription.
