THAT:

(a)        Cabinet review the Forward Plan;

(b)       The Leader shall finally determine which matters should be referred for pre-scrutiny, having regard to the views expressed both by the Chairman of the Overview and Scrutiny Committee and by portfolio holders in consultation with the relevant Overview and Scrutiny Vice Chairmen; and

(c)        The Chairman of the Overview and Scrutiny Committee retains the right to consider any specific subject matter or Council service for scrutinising as set out in the Constitution.
