THAT the draft Planning Obligations Supplementary Planning Document and associated Sustainability Appraisal and Consultation Statement be agreed and published for consultation purposes, subject to contributions being sought from all new dwelling units for all purposes with the exception of affordable housing (where the UDP thresholds would apply).
