EXPEDITED/SUMMARY LICENCE REVIEW OF THE PREMISES LICENCE: THE ROYAL OAK HOTEL, SOUTH STREET, LEOMINSTER. HR6 8JA - LICENSING ACT 2003 pdf icon PDF 116 KB

To consider an application for an ‘expedited licence review’ of the premises licence relating to The Royal Oak Hotel, South Street, Leominster. HR6 8JA called by Chief Inspector Adam Thomas of the West Mercia Constabulary.

The Regulatory Sub-Committee was convened in order to determine an application for an expedited review of a premises licence for the Royal Oak Hotel, South Street Leominster HR6 8JA

 

The review had been applied for on behalf of Superintendent Mark Travis, representing West Mercia Police. The review related to the licensing objectives of the prevention of crime and disorder.

 

The Chairman introduced the Members and Officers and asked any interested parties to introduce themselves. The following interested parties were present:  Inspector Nick Semper and Jim Mooney representing the Applicant for the Review – West Mercia Police.

 

It was noted that the Premises Licence holder or any legal representatives for the same were not in attendance.

 

It was confirmed by the Licensing Officer and West Mercia Police that every effort had been taken to inform the Premises Licence holder of todays’ hearing.

 

The Licensing Officer, Fred Spriggs presented the report.

 

Inspector Nick Semper addressed the Sub Committee and presented the statement as set out in Appendix 1 and 2 of the background papers.

 

He concluded by requesting that the interim steps as presented are taken to support the Licensing objectives.

 

The Sub-Committee retired to make its decision.

 

When the meeting was reconvened the Chairman read out the decision as follows:

DECISION

 

It is the decision of the Regulatory Sub-Committee that:

 

1.     The licence of the Royal Oak be suspended until:-

 

a)     The present Designated Premises Supervisor (DPS) has been removed and a new DPS appointed.

 

b)     CCTV camera equipment shall be fitted, operating and approved by the Council’s Licensing officer to all appropriate parts of the premises including Bar 44.

 

2.     The conditions of the license be modified to require that:-

 

a)     a minimum of two SIA registered door staff be employed from 21:00hrs on Fridays and Saturdays and on all occasions when regulated entertainment takes place until the conclusion of licensable hours and activities.

 

b)     a personal licence holder be on the premises at all the above times (noted in the previous condition).

 

The Committee also expressed its grave concern that CCTV camera facilities had not been already installed on the premises despite these requirements having been made clear for a number of years.

 

As the Committee is required to review the premises licence in full within 28 days of the application of the Expedited/Summary licence review made on 21st July 2015 a review of 13 August 2015 at 11am was agreed.
