A44 And U94030 Steens Bridge, Proposed Fifty And Thirty Miles Per Hour Speed Restrictions (Objection Stage)

Decision Maker: Cabinet Member Highways & Transportation

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

To consider the objection received, to the notice of proposal, for the proposed reduction of the existing national speed limit on the A44 and Humber Close, to 50 miles per hour limit and 30 miles per hour speed limits respectively:

Decision:

That a Traffic Regulation Order is introduced, as advertised, the effect of which would be to impose the following speed limits:

Fifty miles per hour

i)                    A44

From a point 212 metres northwest of its junction with the C1112, in an easterly direction for a distance of 1130 metres.

Thirty miles per hour

ii)            U94030 Humber Close

From its junction with the A44 in a southerly direction for its whole length.

Reasons for the decision:

The Council’s proposals to introduce 50 and 30 miles per hour speed limits were advertised, upon which objections were received. All eight objectors requested that the terminal point of the proposed limit on the A44, be extended to include the Fairmile Road junction. Extending the terminal point as requested would not meet the criteria for the introduction of a speed limit and would be inconsistent with Council policy. Experience has shown that for a speed limit to be successful the terminal position of the speed limit should coincide with a discernable change in the character of the road and this would not be the case if the speed limit was extended to the location requested. Furthermore, extending the speed limit as requested could encourage inappropriate speed into the bend where the junction of Fairmile Road is located.

Councillor Grumbley also requested that Humber Close be reduced to a 20mph limit.  However it would be inappropriate to provide such a limit in a residential area of this type.

Alternative options considered:

1.      The proposed fifty miles per hour speed restriction on the A44 through Steensbridge is  extended to include the Fairmile Road Junction.

  1. Further surveys/investigations are carried out, into the possibility of a 20mph speed limit being implemented in Humber Close, this could, however, delay the introduction of any limit.
