Purpose:
The Public Realm contract (September 2013
– August 2024) provides for the monitoring and reporting of a
set of Strategic Performance Indicators (SPIs), with performance
initially being self-assessed by the provider, Balfour Beatty
Living Places followed by an audit undertaken by the
Council’s Contract Management Team.
The contract model enables extension to the contract period for
achieving acceptable strategic performance and total performance
scores in each financial year.
The First SPI additional years review decision was taken in May
2018 and awarded a contract extension of 1 year to August
2024.
This second review concerns the subsequent three financial years
namely financial years 17/18, 18/19 and 19/20 as detailed in Clause
31.1 -31.7 of the contract.
As part of this review, an independent assessment of the Contract
Management Team’s findings is required in order to assure
impartiality and correctness of the findings.
To secure an independent body to undertake this independent
assessment, CMT have tendered through the Councils Portal. Three
expressions of interest were received and one completed tender. The
completed tender was deemed compliant. VFM is assured by comparison
with the previous independent verification exercise undertaken in
2018.
The tender in 2018 was for one year’s worth of data
assessment and was priced at 64% of this assessment. This
assessment is for three years data, so value is assured by
comparison
Following the tender process the contract for this work will be
awarded to HKA and the cost of this commission of £4,200 will
be funded from existing public realm budget (C07192)
