To authorise a review of countywide car parking charges and concessions in line with the objectives and principles outlined in the Local Transport Plan and County Plan 2020/24.

Individual car parking tariffs will be consulted on with key stakeholders and will be subject to a further key decision.

That:

A review of car parking charges and concessions in all council car parks and on street pay and display is approved.

1.         Do nothing and not carry out a review of parking charges - this is not recommended as a review, which had started prior to Covid-19, is now needed to ensure the council continues to meet the objectives of car parking charges (as outlined in para 3). The council has not made major changes to its parking charges since February 2016.

2.         Implement a parking concession prior to any review of parking charges - this is not recommended as any parking concession considered should seek to maximise the benefit for retailers during the current ongoing public health situation. Any unbudgeted in-year parking concession would result in a virement from another service area in order to restore a balanced budget. This may have a significant impact on the other service area both this year and in future years.
