Temporary measures to make additional provisions for cyclists and pedestrians and support social distancing during the lockdown restrictions were implemented in Hereford and the Market towns during the summer of 2020.
A record of officer decision was taken on the 13 July 2020 to implement the measures that the Cabinet Member had confirmed were to be taken forward following consultation with members, town and city councillors, local businesses, traders, transport providers and other organisations.
Following the implementation of the initial set of measures, feedback from the public, businesses and organisations on the measures was monitored. This included feedback on social media, by telephone and through further meetings. This on-going feedback was assessed by the project team in conjunction with the Cabinet Member and records of officer decisions were taken to amend the measures on 20 August, 3 September and 18 December 2020.
Central Government have confirmed that on 19 July 2021 legal restrictions introduced in response to the Covid 19 pandemic would be removed.
Anticipating this, a review of the installed measures has been conducted and recommendations shared with the Cabinet Member for consideration. Ward members and parish councils local to the measures were consulted on the proposed recommendations. The Cabinet Member has considered these recommendations and the responses received from ward members and the parish councils and confirmed the approach to removal of measures as laid out in Appendix 1.
The measures have provided valuable information on the introduction of these types of intervention. Consideration will be given to development of permanent interventions, with associated Traffic Regulation Orders, as part of further transport projects. These will be the subject of subsequent governance decisions.
