The purpose of this report is to update the Health and Wellbeing Board on the recent Government Smoke Free Generation plan and the actions taken to work towards achieving a Smoke Free Generation (SFG) in Herefordshire.

To provide the committee with the work programmes of Herefordshire Council's scrutiny committees.

To approve the acceptance of a grant totalling £99,000 from the Esmée Fairbairn Collections Fund administered by the Museums Association.

The grand is for a two-year project titled "Revealing Our Roots: Unearthing Common Ground." The project is aimed at collections-based community engagement, working closely with diverse communities in Herefordshire to reinterpret the Herefordshire Hoard.

The grant will be distributed in two instalments over the two-year period, with the first payment made after finalising project planning, budgets, and outcomes with the support of the Museums Association.

The project will:
- Engage communities in co-production workshops.
- Foster partnerships with schools, community organizations, and local creatives.
- Produce creative outputs in the form of exhibitions and digital media.
- Build a sustainable model of participatory practice for future museum initiatives.

To refurbish the currently empty property Number 3 Blackfriars Street with a budget of up to £250,000 to be used as transitional accommodation for
females with priority given to Looked after Children and Care
Leavers.
The property is a Herefordshire Council asset and
surplus to the requirements of children services who
were occupying it. If an alternative use cannot be found
the property would be disposed of at auction.
As a Corporate Parent the Council has a joint housing
and care leavers protocol, it is recognised that self
contained accommodation is the most suitable
accommodation for Looked after Children and Care
Leavers.
The property forms part of the homeless pathway and
will be transitional for up to 2 years whilst individual
receives light touch support to become tenancy ready
and supported to source permanent accommodation.

1. The tenant’s existing license to occupy has expired and their occupation needs to be regularised.

2. The Centre comprises multiple units, some of which have been vacant for some time and it is important that occupation levels are maximised to that the holding costs incurred by the council are mitigated.

3. The tenancy at will will allow time for the tenant to negotiate a lease on fully commercial terms with the Landlord’s agent, Wright Silverwood.

4. The terms agreed leave the tenant responsible for payment of the landlord service charge, business rates, insurance, utilities and gives a rental.

The council owns a property investment portfolio held to deliver optimum commercial returns through rental income that is used to support the council’s strategic objectives in line with the county plan 2020 – 2024.
The Council has appointed agents to achieve new lettings in respect of vacant units.
The agents have openly marketed the units and following negotiations with prospective tenants make fully justified recommendations as to the terms of the agreements and the level of rent to be agreed that reflect the current market conditions.

The Deed of Covenant is required under the terms of the previous transfer of this property dated 9th December 2019.

The Widemarsh public convenience has been closed for a number of years.

The toilet block has fallen into disrepair and attracts vandals and graffiti, making the area look run down.

The block was offered on Herefordshire Council property page, giving any interested parties the opportunity for ask for information.

The Lease has been offered to the tenant that accepted the draft heads of terms without amending.

To award a contract for Surface Dressing Preparation works to Tarmac using the councils NEC 4 Framework Agreement, to the value of £27,266.83 for surface dressing preparation works on the C1080 Almeley.
