The order shall come into effect on Friday 26th December 2025 and is planned to be in effect for 1 day between 08:00 hrs to12:00 hrs approximately.

To sell a section of service yard B at Maylord Orchards to National Grid to install an electricity substation & grant associated easement and access rights.
1. National Grid need to increase the capacity of the existing substation within the High Town/Commercial Street area. The existing substation sits within the basement of one of the High Town properties and there is no ability to increase it’s capacity.
2. Increased demand from domestic and business customers means that a new substation is required in the area. All areas have been explored and the only viable option is service yard B at Maylord Orchards.
3. National Grid have a statutory obligation under the Electricity Act 1989 to develop and maintain an efficient electricity distribution system.
4. The sale has been agreed by the cabinet member responsible for the portfolio.
5. A sale price has been agreed between Herefordshire Council and National Grid.

To grant provide written consent to the Parish Council to grant the easement to Welsh Water to lay a water pipe.
1. The Council has been approached by Sutton St Nicholas Parish Council’s property agent.
2. The Parish Council are proposing to grant an easement over their land to Welsh Water and the property is subject to an overage agreement in favor of Herefordshire Council.
3. The Council is required to comply with the restriction and provide written consent for the Parish Council to grant the easement.
4. There is no easement fee as the easement is for Welsh Water who have an exemption.

1. The Council has been approached by the purchasers solicitor to release a charge on 29 Miller Craddock Way.
2. A red book valuation has been undertaken on the property and the Council will receive appropriate compensation to release the charge.

To grant a new short term License to Occupy to Hereford College of Arts for Unit 32, 1 Gomond Street, Maylord Orchards Centre, Hereford.
1. The tenant has negotiated a deal to take the currently vacant Unit 32 on a short-term license agreement.
2. The Centre comprises multiple units, some of which have been vacant for some time and it is important that occupation levels are maximized so that the holding costs incurred by the Council are mitigated.
3. This unit has been unoccupied since the previous tenant vacated.
4. The terms agreed leave the tenant responsible for payment of the service charge, insurance, business rates and utilities in line with the Maylord Orchards Management Plan (January 2024).

Decision to offer the following voluntary organisations within Herefordshire a grant to make improvements to their community hubs and assets across the County. The grant amount approved in total is £1,922,992.20 This is within the agreed budget of £2million.
