The Corporate Director Community Wellbeing, in consultation with the Cabinet Member for Community Services and Assets, be given delegated authority to procure and award a contract to a contractor to complete the remaining elements of RIBA stages 4 (construction design) of the Hereford Museum and Art Gallery project and then commission up to RIBA stage 7 (practical completion) up to the project budget as defined in the capital programme;

the Corporate Director Community Wellbeing, in consultation with the Cabinet Member for Community Services and Assets be delegated authority to make all operational decisions required, including the expenditure of all remaining capital funding (including any additional funding secured from external providers), to progress the Hereford Museum and Art Gallery project to RIBA 7



1. To commission RIBA 4b of the current contract with Mace Limited to provide project management, design, quantity surveying and contract management services for a pre-construction period in relation to the Hereford Museum and Art Gallery for the sum of £698,156.97.
2. To award a Pre-Construction Services Agreement (PCSA) to Vinci Limited to provide pre-construction advice and support including temporary works design and a final construction cost for the Hereford Art Gallery and Museum to finalise RIBA 4 for the sum of £373250,000
3. To appoint various additional consultants as necessary for the completion of RIBA4 (eg landscape consultant, Fire Engineer, Security Consultant etc)

To grant a full repairing lease to CCP for a period of up to 5 years. Pursuant with service contract awarded to a registered provider.

Decision - Accommodation based support for children in care and care leavers aged 16-25 - Herefordshire Council

Schedule 1 will be omitted from the published decision as it relates to accommodation of potentially vulnerable young persons.

1. The owners of 1-2 Commercial Street have requested a license to place a skip within the service yard to enable their contractors to undertake refurbishment work of the subject property.
2. They were unable to access the areas of the property affected by the works from the High Town/Commercial Street frontage and have no other means of access for the works to be undertaken.
3. The property owner’s contractor has negotiated an agreement to take some space in service yard B to place a skip.
4. The terms agreed leave the contractor/property owner responsible for payment of a rental value for all three spaces.

The decision was made by the Corporate Director, Community Wellbeing to implement a framework for Community Activities and Supported Living.

One of the main aims of the Transport Hub is to improve the public realm around the train station and create better walking, cycling and public transport infrastructure by placing all vehicular traffic on the periphery of the site, including bus services. Due to a number of bus services requiring longer stays, and to reduce the potential impact of bay blocking, it is essential to provide sufficient parking space away from the pick-up zone or DIRO (Drive-in Reverse-out).

The proposal enables a five bay, bus-parking area to be designed at the northern edge of the site on old disused section of Network Rail land and to link this zone to the existing infrastructure by extending the road feeding the entrance to the Medical Centre. This would allow vehicles to access the Network Rail depot and the MFA Bowl facility as well as provide a route for buses to reach the DIRO bays.


The development of the Transport Hub requires HC to undertake the following legal transactions:

1. taking a Licence for Works from Network Rail/Transport for Wales to allow HC to undertake public realm works on their land
2. a Licence to Occupy to allow Network Rail and Transport for Wales to using the existing part of the forecourt being sold to HC until the works in that area start.
3. a Deed of Easement to give access rights to Network Rail over the land being sold to HC which will become the new access road and later public highway.

As this is HC’s project, all of the decisions above require HC to indemnify the other party’s for their costs incurred with the project by paying their reasonable legal fees and professional costs. This is normal commercial practice where the other party’s engagement with a project is not mandatory or not in their interest.

To update the Scrutiny Management Board on Herefordshire Council’s Digital, Data and Technology Strategy

That following a full procurement process, the contract for the
supply of library stock materials (adult) for Herefordshire county
library service is awarded to Askews and Holts Library Services; and
the contract for the supply of library stock materials (children) is
awarded to Peters Limited. Contract duration: 1 April 2025 to 31
March 2028 (with options to extend up to 31 March 2030). Total
value of contract (including optional years) £547,500.

That Adult Social Care fees are increased as detailed in table 1 below. New fee rates will take effect from 1 April 2025.

The purpose of this paper is to allocate and spend £1,000,000 Active Travel Measures (ATM) funding previously allocated to Hereford Enterprise Zone Quiet Routes on delivery of the Transport Hub

Decision agreed to use funding of £460,920.00 provided by the Department for Education to award grants to providers to deliver the Holiday Activities and Food programme and cover additional costs, for example, training, promotional materials and administration. To increase the hourly rate paid to providers to reflect the rising cost of energy bills and food.
To ensure there is a range of activities across the county to offer to eligible children through the Free School Meals scheme the opportunity to attend the Holiday Activities and Food Programme. 15% of the grant can be allocated to children not eligible for Free School Meals, if they meet the criteria determined by the Local Authority. The programme will offer up to 96 hours of face to face activities over the Easter, Summer and Christmas holidays and include a nutritional meal as per the framework set out by the Department for Education.

Provide an update to the Environment and Sustainability Scrutiny Committee regarding the delivery of the new recyclables and waste collection contract.

Herefordshire Council were approached by Eardisley Parish Council regarding concerns for road safety on A4111, namely the excess speed of vehicles, between the junctions of Millstream Gardens and Lady Gardens, outside Eardisley Primary School, Eardisley, Hereford HR3 6NS.

Approval is given to undertake works required to delivery an advisory 20mph zone between the junctions mentioned above and as set out in the attached design.

Award a contract to SSE Energy Solutions for Trend BEMS Software Upgrade Services at Herefordshire Council assets, following a successful tender on the Council’s procurement portal.

Approve the expenditure of up to £118,419.14 for the works, which includes a contingency and costs for internal and external professional fees.

Responsibility for monitoring the programme to be carried out by the Capital Project Manager within the spend budget.

To draw down funding from the Cabinet Commission for the delivery of river restoration projects.

To approve and spend Holiday Activities and Food (HAF) grant funding from the Department for Education.

To award a contract (Works Order 12) to Tarmac Trading Ltd using the Council’s Highways and Public Realm Schemes Framework, to the initial value of £96,213.11 for surface dressing preparation works on C roads across the county, as set out in Appendix 1. To authorise a contingency of £9,621.31.

To explore the development of a council owned housing development company. There is a critical need for additional housing in the county. Following the outcome of a recent best practice study of how other Local Authorities across England have addressed this issue, the Connected Communities Scrutiny Committee have recommended that the council explore the development of a council owned housing development company, which is supported by the Cross Party Housing Working Group.

To report to Cabinet the quarterly performance updates for across the council.

To report the forecast position for 2024/25 at Quarter 3 (December 2024).

The revised Local Development Scheme is approved for publication

Squatters are currently inhabiting land owned by Herefordshire Council.

A court order is sought to give permission to remove the individuals.

Herefordshire Council served a letter on the squatters asking for them to vacate by a certain date. The individuals did not vacate.

The heating works at Michaelchurch Escley Primary School are
included in the Schools Capital Maintenance Programme.

C F Roberts were the successful bidder following a successful tender via
the Council’s procurement portal.

To deliver beneficial improvements in the condition of the Council’s
Educational building stock, improving the educational experience for pupils within the buildings. To reduce ongoing building maintenance costs by addressing known defects with high maintenance cost potential and
preventing further deterioration.

To ensure all Council buildings are fit for purpose and maintained to the
standards as set out in the condition survey to address suitability,
sustainability and affordability.

Following a full open tender process to award a contract to Caring for Communities and People (CCP) for the accommodation based support service for Children in Care and Care Leavers aged 16 – 25, for a period of up to 60 months from 1 April 2025 up to 31 March 2030 with a maximum total cost of £1,864,765.
