For the Deed of Dedication of land adjacent to Luce Cottage, Steensbridge to be signed and sealed by an authorised officer on behalf of Herefordshire Council.

To seek cabinet approval for Herefordshire Council to take receipt of the Crisis and Resilience Fund (CRF) grant as a programme funded by the Department of Work and Pensions (DWP) between 2026-2029. The CRF replaces the Household Support Fund (HSF) and the Discretionary Housing Payments (DHP) and will enable Herefordshire to work collaboratively with partners and communities at county and local levels to build long-term resilience, cohesion, and reduce the need for crisis support.

That Adult Social Care fees are increased as detailed in table 1 below. New fee rates will take effect from 6 April 2026.

To award a contract (Works Order 39) to Tarmac Trading Ltd using the Council’s Highways and Public Realm Schemes Framework, to the initial value of £2,176,727.05 for surface dressing preparation works and 10% contingency on various classifications of roads across the county, as set out in Appendix 1.

To grant a licence for coach parking on Easter Bank Holiday Monday for a fee of £35 which is equivalent to parking charges.

Decision to grant a right of access by licence to the purchaser of property in St Owen Street Hereford across council land at Gaol Street
• Historically an access licence has been granted to the owner of 19 St Owen Street to enable them to gain access to parking spaces at the rear of their property. .
• No 19 St Owen Street has its own parking spaces and will not be parking in Shirehall Car park, merely crossing the entrance to the car park from Gaol Street.
• This is continuation of an existing arrangement, but as the business is being sold, the new owner requires a licence.
• A licence is required to prevent permanent rights being acquired by prescription.

To dispose of a small area of adjacent to Grandstand Road to the neighbouring house owner for nil consideration.
A request has been received for the transfer from the adjacent house owner.
The Highway Adoptions and Infrastructure Improvements Delivery Manager has confirmed that the land is no longer required for future highway improvements.
For more than 30 years the land has been fenced off and maintained to a high standard as part of the garden of the adjacent house, there has been no attempt by the council to restrict this occupation.
It is considered that a claim for adverse possession by the house owner would be successful.

Decision to grant a new lease to Specsavers in respect of Unit 8 Maylord Orchards, Hereford.

1. The tenant has negotiated a deal renew their lease and remain in occupation of Unit 8 Maylord Orchards.
2. The Terms agreed leave the Tenant responsible for payment of the rent, landlord Service Charge, business rates, insurance and utilities.
3. The Shopping centre comprises multiple retail units, some of which have been vacant for some time and it is important that occupation levels are maximized so that the holding costs incurred by the Council are mitigated.

Decision to allow an underground drainage easement across the open space at Hampton Park, in accordance with S104 of the Water Industry Act 1991.
A deed of easement has already been completed, but in order to progress Welsh Water require a S104 agreement to be completed.

Decision to grant a license for alterations in respect of 49A Widemarsh Street, Hereford.

1. The tenant has negotiated a deal to take 49A Widemarsh St on a 5-year lease.
2. The tenant is currently in occupation on a Tenancy at Will.
3. The tenant requires a license for alterations to undertake their fit-out work on the property.
4. The Terms agreed leave the Tenant responsible for payment of the rent, landlord Service Charge, business rates, insurance and utilities.

That a direct payment rate schedule and cap be implemented as detailed in Table 1 and Table 2 below. To uplift all other direct payment elements as detailed below; to take effect from 6 April 2026.

For the Section 278 Agreement for the highway improvement works and the installation of a pedestrian crossing on the A465 at Burley Gate for Bell Homes to be signed and sealed by an authorised officer on behalf of Herefordshire Council.

To award framework agreements to 53 successful bidders (listed on
Appendix 1) for a place on the Alternative Provision Framework across
three lots, being Lot 1 - Education and Engagement activities, Lot 2 -
Mentoring and/or Lot 3 -Tuition.

The whole Framework will commence in May 2026 and be in place for up
to 7 years (5 years and up to 24 months extension) to May 2033 (subject to demand and further internal governance), with an aggregate estimated
maximum spend of up to £20 million.

To accept a capital grant of £2,899,500 and a revenue grant of £22,548 and to sign a Memorandum of Understanding (MOU) which sets out the agreed working relationship between Herefordshire Council and
the Ministry of Housing, Communities and Local Government regarding the administration and delivery of the fourth round of the Local Authority
Housing Fund – (LAHF 4).

To review performance for Quarter 4 (Q4) 2025/26 and to report the performance position across all Directorates for this period.

To commission a provider to deliver a 12 month Discharge to Assess (D2A) Reablement Service in Herefordshire from 1 May 2026 until 30 April 2027, with an option to extend for an additional period of up to 12 months (potentially until 30 April 2028).

This report seeks approval to procure and undertake any necessary works to depot and other facilities as required to deliver the New Public Realm Service from 1 June 2026.

Approval of the Polling Districts and Polling Places for Herefordshire following the electoral review

Seeking approval to vary the existing Herefordshire Council sexual health service contract to include the provision of coils (52mg Levonorgestrel-releasing Intrauterine Device) for non contraceptive use. This specific service element will be paid for by Herefordshire & Worcestershire ICB. The ICB will transfer up to £10,034 pa for the remainder of the contract period.

To approve a new Herefordshire Councillor ward fund grant scheme which provides each individual ward member with their own personal budget (of £1000) to spend in their own ward area.

The scheme will open on 20th April 2026 and will run until 31 March 2027.

To report on the annual review of membership of Herefordshire Schools Forum (the forum) and Budget Working Group (the working group) and to approve action as necessary to maintain proportionality.

To provide the committee with the draft annual report covering the work undertaken by the Committee,
during the 2025/26 municipal year.

To approve going out to tender to procure an external specialist partner to work with the Community Wellbeing directorate to identify, design and implement transformation activity that delivers sustainable, recurrent savings over the Medium Term Financial Strategy period.

This is a five year statutory strategy to replace the 2020-2025 strategy. It sets out our approach to the prevention of homelessness and rough sleeping in the county.

To propose the High Needs Budget for 2026/27 to the Cabinet Member Children and Young People.

Dedicated Schools Grant funding for the High Needs Block (HNB) in 2026/27 is £25.14 million. At this stage, the funding for HNB is provisional and is subject to final adjustments based on actual termly take up. The funding values and formula calculations are in accordance with the National Funding Formula (NFF) as set by the Government.

To approve the council’s Delivery Plan 2026-27. Cabinet is required to produce a delivery plan each year of the administration which sets out how the strategic priorities within the Herefordshire Council Plan 2024-28 will be delivered and monitored.

To provide an update on the status of corporate risks at the end of Quarter 3 2025/26 (December
2025) and provide assurance that risks are being managed effectively across the council.
