To approve the spend of the capital allocation to establish a new Alternative Provision Centre

To approve the allocation of up to £76,967 from the CRF to provide applicants who are experiencing crisis, or at risk of crisis, with access to resilience services for a period of 12 months.

The funded services will deliver accessible advice and practical support, aligned to the CRF definition of crisis as a circumstance of pressing need requiring immediate action to prevent or address negative outcomes. This includes a focus on urgent financial shocks such as loss of income, escalating debt, housing instability, or difficulty meeting essential household costs

Award the contract to Granicus-Firmstep LTD for the provision of
GovServices Essentials for a period of 3 years with an option to extend for up to 12 months in line with GCloud 14 framework terms.

To transfer two areas of land, each approx. 10 sq m, to a housing association at nil cost to enable the boundary of their adjacent site to align with individual housing unit plots
Two housing unit plots have encroached, and boundary fences had been erected, on Council owned land at Mabel’s Furlong Public Open Space, Ledury.
In each case the Council owned land that has been enclosed is a small area that was formerly part of a hedge line, which had not been maintained and was of minimal utility or benefit to the public open space. The disposal of these land parcels does not adversely impact on the remainder of the public open space.
As the value of the land parcels is nominal, it is not considered cost effective to obtain a formal valuation, and requiring payment of a nominal sum from the housing association is considered to be an unjustifiable administrative burden to both the council the housing association

To agree to vote in favour of the Herefordshire County Business Improvement District (HCBID) for the second, five year term (2026 – 2031).

To update on delivery of the shared commitments, priorities and outcomes described within the Herefordshire and Worcestershire (HW) Integrated care strategy during 2025/26.

To award a contract to Fivium for the provision of a case management system for complaints and information requests for a period of two years at a total cost of £62,016.00.

Granting a wayleave to Zzoomm plc in connection with the installation and
maintenance of electronic telecommunications apparatus for the provision of broadband at The Hub, Symonds Street, Hereford HR1 2HA
• The property is leased to Accordia Trust (Barrs Court School) and they require connection to full fibre broadband.
• The wayleave is necessary in order to complete installation of full fibre network to The Hub.

To authorise the making of a Temporary Footpath Closure Order served under section 14(1) of the Road Traffic Regulation Act 1984 to require a temporary closure of CD28, Cradley planned to be effective for a period of 6 months commencing 7 May 2026.

(a) A public path diversion order, for definitive footpath KS31 in the parish of Kingstone, is made in accordance with section 119 of the Highways Act 1980, as shown in the draft order and plan D573 in Appendix 1 attached to this report and;
(b) In the event that there are no un-withdrawn objections to the formal advertising of the order, it is then confirmed.
(c) If sustained objections are received, the matter can be passed to the Secretary of State for a decision.

Following an informal engagement exercise, the introduction of a pedestrian and cycle zone on Corn Square, together with the associated parking restriction changes is not considered an appropriate course of action.

Decision to award contract to SC Joseph Ltd and approve the expenditure of up to £88,940.50 for the refurbishment of existing timber sash sliding windows at Churchill House, Venns Lane, HR1 1DE, following a successful tender on the Council’s procurement portal.

Approve the expenditure of up to £85,940.50 for the works delivered by
S C Joseph Ltd, which includes a contingency of up to £7,585.50.

Approve the expenditure of up to £3,000 for internal and external professional fees.

Authority is delegated to the Capital Project Manager from the
Service Director of Economy and Growth to act as spend manager for the project. Responsibility for monitoring the remaining works to be carried out by the Capital Project Manager within the spend budget.

To approve the capital budget allocated to Strategic Housing through the Council’s capital programme to meet the immediate housing need of vulnerable groups and provide grant assistance to property owners to bring empty properties back into use.

To update Health and Wellbeing Board members on Herefordshire’s Better Care Fund (BCF) Plan 2026-27 and seek formal Health and Wellbeing Board approval.

The purpose of this report is to seek Cabinet approval for an updated Travel Plan process for Herefordshire. The updated approach sets out a clearer, more consistent and outcome-focused process for the development, implementation and monitoring of travel plans across new developments, existing organisations and key trip-generating sites.

The purpose of this report is to seek Cabinet approval for the adoption of a new Parking Strategy for Herefordshire. This report presents the new Parking Strategy, which sets out the Council’s long-term vision, principles and priorities for parking across Herefordshire. The strategy is intended to guide decision-making, investment, and operational practice for both on-street and off-street parking, ensuring that parking plays a supportive role within the wider transport network rather than operating in isolation.
The strategy has been developed to align with the Local Transport Plan, the Council Plan and other relevant corporate and place-based priorities. It recognises the role parking plays in supporting town centres, tourism, freight and servicing, enabling access for disabled users and residents, and creating safe and attractive public spaces. It also reflects the increasing importance of integrating parking with sustainable travel choices, technological innovation, and efficient asset management.

To exercise those powers reserved to Council at its annual meeting:

(a) To confirm its committees and the number of seats on each, including terms of reference and functions of those committees;
(b) To review the representation and determine the allocation of seats on committees and relevant outside bodies to political groups for the coming year;
(c) To make appointments to the positions of chairpersons and vice-chairpersons of committees; and
(d) To make arrangements for such appointments to committees and other bodies as may be necessary, including co-optees.
