(a) A public path diversion order, for definitive footpath BJ3 in the parish of Bartestree, is made in accordance with section 119 of the Highways Act 1980, as shown in the draft order and plan D574 in Appendix 1 attached to this report and;
(b) In the event that there are no un-withdrawn objections to the formal advertising of the order, it is then confirmed.
(c) If sustained objections are received, the matter can be passed to the Secretary of State for a decision.

Award a contract to SC Joseph for the internal refurbishment works of two existing classrooms at St Martins Primary School, Hollybush Walk, Hereford HR2 6AF, following a successful tender on the Council’s procurement portal.

Approve the expenditure of up to £218,528.84 for the works, which includes a contingency of up to £19,275.35

Approve the expenditure of up to £10,926 for internal and external professional fees.

To award a contract to Marches Energy Advice and Severn Wye Energy Agency for the provision of energy advice and wrap around services as part of the CRF for a period of 12 months at a total cost of £25,000 each so a total of £50,000. This energy advice and wrap around support will be provided to applicants who are experiencing crisis, or at risk of crisis.

The energy services will deliver accessible advice and practical support, aligned to the CRF definition of crisis as a circumstance of pressing need requiring immediate action to prevent or address negative outcomes. This includes a focus on the energy bills and usage within households. urgent financial shocks such as loss of income, escalating debt, housing instability, or difficulty meeting essential household costs.

To implement the 6-month extension period to the RM6168: Estate Management Services contract awarded to Bruton Knowles, increasing the contract value to £74,999.
The Council has appointed a new contractor for the Public Realm contract, under which the Annual Plan works are delivered by Bruton Knowles. The proposed extension period will enable Bruton Knowles to continue operating under the existing CCS framework while the new contractor is mobilised, and will provide the Council with sufficient time to commence the procurement process.

To secure adopted publicly maintained highway works constructed to the proper standards for the benefit of the community.

For the Deed of Dedication of land to improve highway visibility at the U9421 and A44 junction at Docklow to be signed and sealed by an authorised officer on behalf of Herefordshire Council.

To approve the procurement of a new multi provider partnership framework for the provision of care home placements and related services. The Council is looking to formalise partnership arrangements for a minimum of 500-550 placements across all providers.

The undertaking of SCRIM surveys in Herefordshire will be in both directions on 100% of the of the A road network and in both directions on a small percentage of the B road network.

This data will be fed into the resurfacing/surfacing dressing programmes where applicable to mitigate the risk of wet skidding accidents on Herefordshire’s surveyed network.
