The purpose of this report is to set out how the £1 million for Play Area Investment is proposed to be spent and to seek the necessary approvals to do so.

1. The tenant has negotiated a deal to take Unit 43 Maylord Orchards Centre on a lease.
2. The tenant is currently in occupation under a Tenancy at Will.
3. The Centre comprises multiple units, some of which have been vacant for some time and it is important that occupation levels are maximized so that the holding costs incurred by the Council are mitigated.
4. The Terms agreed leave the Tenant responsible for payment of the rent, landlord Service Charge, business rates, insurance, utilities and internal repairs.
5. The license aligns with the Management Plan January 2024 in respect of short term lettings.

For the Quiet Routes works to be included in the works to be carried out under the Section 278 Agreement with Lidl to accommodate their new store, and for Herefordshire Council to pay Lidl the contribution of £48,333.45 to cover the Quiet Routes elements. The attached plan highlights the Quiet Route works that are over and above the consented Lidl highway accommodation works.

To bring forward the implementation of this element of Quiet Routes works by combining with Lidl’s highway works to deliver better value for money due to economy of scale, and reduction in impact on road users by delivering both schemes in one roadspace booking

Decision to award a contract to Midlands Building and Maintenance for the renovation, extension, and improvement to a three-storey townhouse at a total cost of £295,964.15

To formally adopt the Herefordshire Local Nature Recovery Strategy and accept associated government grant for delivery.

To direct award a contract for the provision of a Home to School Transport Planning and Management Software System to PAX-QR under the Crown Commercial Service G-Cloud 14 Framework Agreement RM1557.14 to supply a cloud hosted School Transport Planning and Management Software System from 18 September 2025 for a 3 year period to 17 September 2028 with an option to extend for a further 1 year period at a total cost of £406,500.00 (including an optional 12-month extension).

Award a contract for the construction work to upgrade the Great
Western Way to Octavius Infrastructure Ltd to the value of
£443,119 following successful evaluation from a framework
tender process

To instruct S.C. Joseph Ltd to carry out provision of external groundworks, reconfiguring paths, and installing tarmac paths with guardrails and curbing as needed at Southbank Close Care Facility and Ridgemoor Care Facility up to a total value of £74,934 following the completion of a successful tender, evaluation and moderation process.
Works are to be completed no later than 31 March 2026.
Contingency of £10,000 allowed for any unforeseen works that may arise.

Authority is delegated to the Senior Project Manager from the
Interim Director of Commercial Services as spend manager for the project.

To award a contract to Hi-tec Joinery Products Ltd. This decision is to award
the contract to Hic-tec Joinery Products Ltd to manufacture and supply fire
doors and ironmongery for installation at Hillside Care Centre, Hereford in the
sum of £125,452.76.
To approve the works expenditure of up to £115,452.76 which includes
Doorsets - £74,634.00
Ironmongery - £40,818.76
Works are to be completed no later than 31 December 2026.
Contingency of £10,000 allowed for any unforeseen works that may arise.
The responsibility for monitoring the project is to be carried out by the Capital Project Manager within the spend budget.

For the Section 278 Agreement for the highway improvement works to serve the development at Lovers Walk, Gorsley for K Head Developments Ltd to be signed and sealed by an authorised officer on behalf of Herefordshire Council.
To secure adopted publicly maintained highway works constructed to the proper standards for the benefit of the community.

Award a contract to C.F. Roberts (Electrical Contractors) PLC for Boiler Replacement Works at Hereford College of Arts, College Road Campus, Hereford, HR1 2EB a successful tender on the Council’s procurement portal.

Approve the expenditure of up to £281,182 for the works, which includes a contingency of up to £25,562.

Approve the expenditure of up to £12,781 for internal and external professional fees.

Responsibility for monitoring the programme to be carried out by the Capital Project Manager within the spend budget.

To direct award a contract for the annual maintenance costs (hosting and licencing) associated with the provision of the AMX asset management system used to manage the Council’s structures and street lighting stock to AMX Solutions Ltd from 1st July 2026 for a one (1) year period to 30th June 2027 in the sum of £14,249.70.
