audit work and to bring to their attention any key internal control
issues arising from work recently completed. To enable the
committee to monitor performance of the internal audit team against
the approved plan.
To assure the committee that action is being taken on risk related
issues identified by internal audit. This is monitored by
acceptance by management of audit recommendations and progress
updates in implementing the agreed action plans. In addition, audit

29/04/2022 - Brookfield Special School Capital Improvement Programme – re-profile of spend
To approve an in-year adjustment to the capital programme in respect of the Brookfield Special School project.
On 28th April 2020, Cabinet approved expenditure on Brookfield Special School (Brookfield) to ensure that there is high quality special educational accommodation for children and young people with social emotional and mental health (SEMH) special needs in Herefordshire. Since this decision, the project was put on pause while the DfE identified a new sponsoring academy trust for Brookfield to join. A new trust has now been identified and following negotiations between the Council and the DfE, the DfE have agreed, in principle, to fund 70% of the project capital cost. Although the DfE are making a significant contribution, the impact of the pandemic, high inflation and increasing material means the cost of the project has increased above the original agreed budget. Therefore Council will need to agree an in-year adjustment to the capital programme to increase the overall budget for the project and allow the re-profiling of spend, taking account of the DfE offer.
