13/10/2021 - Herefordshire Destination Business Improvement District

To agree to vote yes in the Herefordshire County Business Improvement District ballot due to be held in November 2021.

Should the ballot be successful, the county Business Improvement District (excluding Hereford City Centre, which has an existing Business Improvement District) will implement a 5 year business led programme to support the growth of the tourism and retail across Herefordshire.

Should the outcome of the ballot support the development of the Herefordshire Business Improvement District the council would be required to make an annual contribution of £14,515.

11/10/2021 - Authorise additional funding for Hoople

The purpose of this decision is to approve additional funding to enable Hoople Care to have a recruitment dive for the Home First service to attract people to work in the care and reablement sector, to address a shortfall in whole time equivalent (WTE) staffing for the Home First service

The funding increase will also enable Home First to increase the rate of pay for Reablement Workers (RW) and Assessment and Review officers (ARO).

23/09/2021 - Maylord Orchards Interim Management Plan

To approve the Maylord Orchard Interim Management Plan.

The head lease of the Maylord Orchard centre was purchased in June 2020 to allow Herefordshire Council to exert greater control over the City centre and its economic and community development.
The proposed Interim Management Plan for Maylord Orchards is anticipated to cover a 3-5 year period with the City Masterplan forming the basis of the longer term strategy of the site that aligns with the broader plan for the city centre. The Interim Management Plan combines member’s clear aspirations to deliver a vibrant community environment and growth bed for local business underpinned by the financial viability of the centre that will increase footfall.

Making sure we have a robust, well thought out management plan for the future of the centre is vital to proving to current and potential tenants that the council has a plan for the high street; is a competent landlord and intends to make a success of using an established retail centre to offer a unique enterprise platform to local residents, business and community organisations.

20/09/2021 - Employment land and incubation space in market towns

To approve the Market Town Investment Plans (MTIP’s) for each of Herefordshire’s market towns. The MTIPs have the vision for the future economic development of the town together with a programme of potential projects that support the delivery of the vision. And to approve next steps in the development of business cases for projects that have been identified and prioritised by stakeholders as part of the market town investment planning process that meet the criteria for ELIS funding.
