By acquiring the Herefordshire Hoard, an important piece of local and national heritage will remain accessible to residents of and visitors to Herefordshire. Herefordshire’s tourism offer will be enhanced with this exciting treasure find, with a positive impact on the visitor economy. The Herefordshire Hoard would be a key element of the redeveloped museum which is a core project of the Stronger Towns programme.

24/02/2022 - Recommendations from Citizens Climate Assembly ref: 8622    Recommendations Approved

The purpose of the report is to consider the recommendations resulting from the Herefordshire Citizens’ Climate Assembly commissioned by the council.  The Climate Assembly was established in response to a unanimous vote of Full Council on 12 July 2019.  The assembly consisted of a diverse and representative group of residents of Herefordshire representing the demographic make up of the county.  They participated in 30 hours of deliberation on the question of ‘How should Herefordshire meet the challenges of climate change?’, resulting in a series of recommendations for priorities for action for the council and partner organisations.

To approve school forum’s recommended budget proposals for school budgets, central school services and early years within the Dedicated Schools Grant (DSG) for 2022/23.

 

Dedicated Schools Grant funding for the schools block in 2022/23 is £116.5m, which is an increase of £1.6m for primary pupils, £1.8m for secondary pupils, a total of £3.4m. In additional the government have announced a supplementary grant for schools valued at £3.8m (£3m for mainstream schools and £0.8m for high needs). The funding for high needs and early years block are provisional and are both subject to final adjustments for pupil numbers and commissioned places. The school funding values and formula calculations are in accordance with the national school funding formula as set by government. The £0.5m funding above that required to implement the national funding formula is to be transferred to the high needs block for 2022/23.

5.     That the Cabinet Member for Children’s and Families be advised for information, that Schools Forum approved an inflationary increase for the central support services funding for 2022/23,  as follows;

6.     That the Cabinet Member for Children’s and Families be advised for information, that local authority maintained School Forum members, approved the de-delegation of funding in 2022/23, and, as follows

(a)   trade union facilities for primary schools only be approved at £2.60 per pupil

(b)  trade union facilities for secondary schools only be provided for through a Service Level Agreement at £2.60 per pupil

(c)   school budgeting software licence at £415 per school

(d)  ethnic minority support at £1.15 per pupil plus £6.80 per Ever-6 Free school meals and £36 per English as an Additional Language three years (EAL3)

(e)   school meals entitlement assessment at £1.29 per primary pupil and £0.97 per secondary pupil (for local authority schools)

(f)    behaviour support service (option A) at £4 per pupil to provide £37,500 income and a matched contribution from the high needs budget of £37,500

(g)  the statutory education services for non-academy schools be charged at £12.25 per pupil

7.     The early years funding formula for Herefordshire providers from April 2022 be approved  as follows;

(a)    Two year olds: £5.57 per hour

(b)  Three and four year olds: £4.24 per hour + £0.36 per hour for Early Years Pupil Premium eligible children + a rurality supplement per provider of £54 per week (pro-rata for providers that deliver less than 100 hours per week) paid for 38 weeks per year

8.   That the Cabinet Member for Children’s and Families be advised for information, that Schools Forum approved that the early years central expenditure be increased by 3.9% inflation £370,598 for NEF contract payments, Early years consultants and MASH support for early years settings.

9.     The Schools Budget be approved as follows;

a.     A balanced schools budget be approved for 2022/23; and

b.    the uncommitted DSG reserves of £432,000 be carried forward to financial year 2023/24 adjusted by any under or overspend in DSG at year end.

• The appointment follows an open tender process. The tender response was evaluated and moderated as per procurement guidelines and scored ‘very good’ overall.

• The panel were particularly impressed with the commitments to increase e-bike provision from to 104 bikes within the first year of the new contract, to support accessibility by enabling unlocking by text, eliminating the requirement for a smart phone and accepting pre-paid cards.

• There is no change to current charges to users. Beryl were scored as ‘excellent’ for both Service Implementation and Service Delivery and, although it was included as a trial, Beryl scored well on their contribution to social value.

• Beryl will work with Pedicargo and the Hereford Cycle Hub to deliver the service.

27/01/2022 - Decision to authorise spend of £26,749 from grant money awarded by the Police & Crime Commissions West Mercia to upgrade 6 existing CCTV cameras from analogue to HD (High Definition) IP (internal protocol) in Hereford city ref: 8529    Recommendations Approved

In 2020 the CCTV in the market towns was upgraded to high definition (HD) internet protocol (IP) cameras. This was in the main to reduce eventually transmission revenue costs. Hereford city CCTV cameras remained as old analogue cameras with the proviso that these would be updated as and when capital funds became available. The Police & Crime Commissioner has made capital funds of £27,084 available. These funds will renew 5 old analogue cameras to HD IP cameras with particular emphasis on renewing CCTV cameras that are old failing links as a priority.

17/01/2022 - Decision to approve and award a contract for a Technology Enabled Living (TELS) reactive call monitoring service and Adult Social Care lone working solution. ref: 8526    Recommendations Approved

A competitive process has been undertaken where the specification of requirements was been sent to providers via a Consortium framework, of which, three compliant bids were received.

New Progress Housing Association received a score of 81.40% when assessed against the price and quality of service. This was the winning score.


The council will now enter into a contract with New Progress Housing Association to supply the Technology Enabled Living reactive call monitoring service and an adult social care lone worker solution, during the contracted period of two years (within option to extend), in accordance with agreed mobilisation and costs.

Bids were received from two other suppliers.

13/01/2022 - Decision to accept and sign the £1.37m Community Renewal Fund (CRF) grant funding agreement offered by the Department for Levelling Up, Housing and Communities. ref: 8520    Recommendations Approved

In March 2021 the DLUHC announced the launch of a new funding programme, the UK Community Renewal Fund (CRF). The council, as the unitary authority for Herefordshire, was designated by DLUHC as the lead authority for the CRF within the county.

In line with the role delegated by DLUHC to lead authorities the council undertook an open invitation for projects meeting the CRF criteria, receiving 18 proposals within the deadline. After the deadline the council arranged independent assessment and prioritisation of the proposals received, and put forward a shortlist of eight proposals to DLUHC. The eight proposals included within the shortlist submitted to DLUHC amounted to a total combined value of £3m.

On the 3 November 2021 DLUHC announced the proposals that were successful in receiving funding. For Herefordshire there were three successful projects, these were:

HVOSS From sparklers to brilliances This project will work in communities to identify and support people, coming alongside them to build motivation to engage with existing Plan for Jobs initiatives such as Kickstart, REED partnership, Shaw Trust and Building Better Opportunities. The project has two elements:
1. Inspiring communities. It will work with communities Herefordshire-wide, building trusted relationships and raising community-wide aspirations.
2. Reducing individuals' barriers to work through coaching and mentoring, support to develop core life skills, etc.
Walsingham Support People with Disabilities Employability and Enterprise The Project will involve developing existing craft, woodworking and kitchen activities to support a Community Café and shop at The Barn, Ledbury to offer internship and job taster work experience. The Project will have two strands:
1. A client-centered and practical employability skills development programme, including job tasters and ‘internship’ job experience in a community enterprise setting.
2. The development of connections with further learning, training and employers through the internship and post internship, to provide supported progression routes for all current and future participants.
Maybe Solutions Ltd Digital Skills Transformation for the High St This project will deliver accelerated digital learning for High Street businesses and their staff through a program of digital skills training, social media grants and a comprehensive digital platform. The project will develop individual skills, improve business profitability and resilience, and is a replicable and scalable process.

The projects were awarded a total of £1.508m broken down between the projects as follows:
1. HVOSS - £628,224
2. Walsingham Support - £138,026
3. Maybe Solutions Ltd – £741,725

Further to the announcement of successful projects by DLUHC, officers have been in regular contact with the three projects awarded funding. Since receiving the Grant Funding Agreement (see paragraph below) the Walsingham Support the project deliverer for the “People with Disabilities Employability and Enterprise” project have announced their intention to withdraw from the programme due to the impact the delay in DLUHC’s announcement of successful projects had on their intended delivery model.

As a consequence DLUHC have recalculated the award made to Herefordshire, the total awarded is now: £1.37m broken down between the projects as follows:
1. HVOSS – £628,224
2. Maybe Solutions Ltd - £741,725

Funding Agreement
The previous decision taken on the 11 June 2021 agreed that the council would act as the accountable body for any Community Renewal Funds awarded to Herefordshire applicants.

The council will be required to enter into a Grant Funding Agreement (GFA) with DLUHC which sets out the terms and conditions attached to the receipt of the £1.37m. The council has received the GFA, which has been reviewed by the legal team who have confirmed that there are no unusual or onerous conditions in the agreement and that there are no reasons that the council should not enter in to the GFA.

Most of the obligations set out in the GFA will be included in the grant funding agreements to be entered into with the HVOSS and Maybe Solution Limited as project deliverers for the projects detailed above. These grant funding agreements will also set out the grant claim processes that the project deliverers will be require to follow and details of the procurement procedures that have to be followed for expenditure to qualify for reimbursement.

Scheme Management
A subsequent officer decision, taken on the 21t June 2021 - https://councillors.herefordshire.gov.uk/documents/s50091055/Herefordshire%20Community%20Renewal%20Fund%20project%20shortlist%20and%20bid%20submission%20summary%20submission.pdf – approved the submission of a CRF bid submission summary setting out the management and administration of the Community Renewal Fund within Herefordshire.

An additional amount of £27,399 has been awarded by DLUHC to the council for the management costs associated with acting as the accountable body for the CRF.

The financial management and monitoring of the CRF scheme is being conducted, as per the submission to DLUHC, by the Delegated Grants team on behalf of the council. Early conversations with the successful projects have commenced in order to provide information, guidance and relationship management.

24/01/2022 - To approve the spot purchase of Occupational Therapy assessments from NRS Healthcare Ltd via a contract variation to the ICES contract until 31st March 2022 ref: 8519    Recommendations Approved

The current chronic shortage of directly employed occupational therapists
in the council has contributed to a backlog of outstanding assessments
within the Independent Living Service.
In order to address some of the capacity issues, a new approach and
structure has been approved to continue to meet our statutory
requirements whilst improving the efficiency of the service. This will be
fully implemented from April 2022.
The backlog of reviews needs to be completed before the new pathway
begins in order to ensure a smooth transition period whilst not impacting
on delivery.
The council has previous experience with the proposed provider and given
the urgent nature of the task and our knowledge of the market, this
approach is the only reasonable option to meet the objective. It is an
extension of the existing community equipment contract and the provider
has a track record in undertaking such activities for Herefordshire Council
and other local authorities. The specification and tender documentation
for the community equipment service provided specifically for the
possibility of extending the contract to encompass occupational therapy
assessments.

The Solar PV for Schools PH1 award of contract is to Caplor Energy Ltd.

The council will use power purchase agreements with the reciprocal schools so that there is no upfront cost for schools for the solar PV systems. The sale of the energy to the school will repay the capital investment and surplus will reduce the council’s own energy bills.

The solar PV installs will have a projected life span of 20-25yrs.

The Payments team currently use a specific piece of software known as ‘V1’ for all of their scanning and matching needs and uploading of invoices so as to allow the Council to pay suppliers.

The V1 software has been in situ for a few years and while it does the job at a basic level, efficiencies and cost savings will be achieved if the Unit 4 (Business World) Proactis finance module was used as a replacement to V1.

The cost of the new Proactis software is £8,174.80 per annum more expensive than V1. However, due to the cost savings Hoople/the payments team will achieve in using the new system, Hoople will pay the implementation cost and pay for the additional cost of this new software. The Council will only pay the same annual sum they are currently paying for the V1 software. These costs will be written into the SLA between the Council and Hoople and are broken down as follows:

1) The Council will continue to pay £16,775.20 per annum
2) Hoople will pay the implementation cost of £19,500 plus £8,174.80 per annum

A procurement process is not required due to the cost of this finance module complying with the Councils Contract Procurement Rules in varying a contract and the cost of the module being less than 50% of the original total contract value.

This RoOD is to document and acquire the authorisation needed to purchase and implement this new finance module/solution.

Following the award of enterprise zone status in August 2011 approximately 45 hectares (110 acres) of council owned land was included, along with other privately owned land, in the designated EZ.

All the EZ land is being actively marketed, and is being sold according to independent land valuations and the EZ Land Disposal Policy which was approved by cabinet member on 7 January 2016.

Sustained progress has been achieved with well over 50 acres sold to date.


The sale of the land is on a freehold basis. The purchaser will not accept or proceed with the purchase on any other basis.

This sale has the full endorsement of the Hereford Enterprise Zone Board.

The sale is to a local business who wishes to develop small scale business units for rent.

The decision to sell this plot supports council policy to use capital receipts from sale of land within the Enterprise Zone to fund the capital expenditure on installing necessary infrastructure across the site. Although the data is regularly back up it provides a risk
It has not been possible to capture data required to support the Council’s response to Covid-19 such as volunteer contact details, key support requirements for members of the public and food ordering and delivery information.

This project will review the current functions and services required for the future within the customer services team and provide a system that will:

Give the customer a consistent and improved quality experience regardless of the channel
Allow in-house development which will easily respond to changing demands
Enable a combined view of the customer and activity across the council’s departments and services – a ‘golden’ record
Provide monitoring and management of the contacts received from start to completion
Enable the analysis of trends and demand so that the council can be proactive in offering services and be more timely in their delivery
Provide a portal for councillors to raise and track requests on behalf of their constituents as well as access information.

To complement this work a customer service strategy will be developed to consider the future customer services offer for Herefordshire Council which will also scope the future integrations required across all directorates to improve the customer experience.

This proposal and recommendation will improve the system for the customer and staff and at this stage will replace the existing functions, further development and scoping is required for integration across other service areas.
