To accept a capital grant of £2,899,500 and a revenue grant of £22,548 and to sign a Memorandum of Understanding (MOU) which sets out the agreed working relationship between Herefordshire Council and
the Ministry of Housing, Communities and Local Government regarding the administration and delivery of the fourth round of the Local Authority
Housing Fund – (LAHF 4).

To review performance for Quarter 4 (Q4) 2025/26 and to report the performance position across all Directorates for this period.

Approval of the Polling Districts and Polling Places for Herefordshire following the electoral review

Seeking approval to vary the existing Herefordshire Council sexual health service contract to include the provision of coils (52mg Levonorgestrel-releasing Intrauterine Device) for non contraceptive use. This specific service element will be paid for by Herefordshire & Worcestershire ICB. The ICB will transfer up to £10,034 pa for the remainder of the contract period.

To report on the annual review of membership of Herefordshire Schools Forum (the forum) and Budget Working Group (the working group) and to approve action as necessary to maintain proportionality.

To provide the committee with the draft annual report covering the work undertaken by the Committee,
during the 2025/26 municipal year.

To seek approval from Cabinet on the set of criteria which will be used to assess the Full Business Case for Phase One and set out the requirements which need to be in place to assist Cabinet in considering their decision to release funding, appoint the preferred contractor and begin construction later this year.

To invite Scrutiny Committee to review and comment on the draft Herefordshire Parking Strategy 2026–2041 prior to its submission to Cabinet for adoption. The strategy sets out a modern, evidence-based approach to how parking will be planned, managed, enforced and integrated across the county over the next 15 years.

The strategy aims to deliver safe, accessible, financially sustainable and user-centred parking services that support economic vitality, protect vulnerable users, and integrate parking with wider transport planning.

A report to recommend to full Council updates to the Council's Constitution.

To update members on the progress of internal audit work and to bring to their attention any key internal control issues arising from work recently completed.

To assure the committee that action is being taken on risk related issues identified by internal audit. This is monitored through acceptance of agreed management actions and progress updates in implementing the action plans. In addition, occasions where audit actions not accepted by management are documented if it is considered that the course of action proposed by management presents a risk in terms of the effectiveness of or compliance with the council’s control environment.

To review and agree the external auditor’s draft annual plan for 2025/26.

To agree to join the NPP to provide multiple options of cashless parking providers for all council pay and display car parks and on-street.
