c)     Should the Addendum be approved, the Council agrees to be the accountable body for the implementation of the RPF allocation and the resulting projects; and

21/09/2022 - To approve expenditure of up to £120K on heat decarbonisation plans for all of the maintained schools estate as well as a number of design specifications for investment. ref: 9078    Recommendations Approved

Herefordshire Council declared a climate emergency on 8 March 2019.
Following this, in September 2019, the council committed to take a major step to minimise their impact on the environment, agreeing to accelerate a reduction of emissions and aspire to become carbon neutral by 2030/31.
Schools play in important part in this journey to become carbon neutral as they are the biggest contributor to the council’s carbon footprint.
The authority to spend this budget will allow for all maintained schools to have a have a heat decarbonisation plan (HDP) carried out.
The purpose of a HDP is to assess how each school can replace fossil fuel reliant systems with low carbon alternatives (e.g. Heat Pumps) and complementary retrofit solutions such as insulation.
In addition to carrying out HDP’s, the budget will also allow for a number of these HDPs to be worked up to a designed specification and fully costed so as to be in a position to apply for grants, such as Salix and or make a capital bid to full council.

Group and Elia (the owner of Signs of Safety), The Access Group will no
longer be offering a licensed suite of Signs of Safety forms within Mosaic
and therefore a new licence needs to be purchased directly from Elia.
As Elia is the owner of Signs of Safety IT Solution there is no alternative
than to purchase a new licence directly from Elia whilst the Signs of Safety
IT solution is used within Mosaic.
This licensing arrangement is a short term arrangement to facilitate the
move away from the Signs of Safety IT solution and transfer to The Access
Group best practice forms and workflow within the social care records
management system (Mosaic).

To achieve the level of detail the Cabinet have asked for, would require a baseline property review, car park options appraisal and brownfield land options appraisal.
To develop a Masterplan with the aim of turning Hereford in to a more active travel city, there is a need to review the uses and spaces for cars within the City Centre- to do this a detailed shortlist appraisal of a number of sites, to then proceed with a more detailed analysis of outlined sites will be sufficient to put an idea forward within the final Masterplan document.

A Hereford City Masterplan framework will help Hereford to become a more active travel city in the short, medium and long term. To complete a workable and suitable framework then a specialist team would need to be brought on board to undertake a strategic level review of the City and surrounding area utilising GIS information along with reviewing baseline information to undertake a desktop survey to build an understanding of the City’s planning, historic and environmental issues and opportunities, which will be used to provide people with a visual design of the future of the city centre.
A need to develop urban design principles and concept masterplan proposals along with options for development sites is key in delivering a Masterplan that will help the City to become a more active and green city in the short, medium and long term. As well as this, it is necessary to bring in Architects with town planning specialities to redesign areas within the city. It will be these specialist consultants who will produce planning requirements where necessary for development sites with some being taken to concept design RIBA stage 2, which is key for understanding what the future of Hereford could look like with the more active travel measures in place, including but not limited to public realm opportunities, new transport infrastructure elements and access and setting of historic assets.

A Hereford City Masterplan framework will help Hereford to become a more active travel city in the short, medium and long term.
A specialist consultant would be required to take on the Transport planning and design element of this masterplan to help contribute to a high level action plan for action in short, medium and long term as well as to undertake testing of the impact of a prioritised action plan on motor traffic movements.
To do this, consultants will need to review relevant existing information and gather their own evidence in able to reach a reasonable level of knowledge to feed in to the masterplan final document.
As outlined in the Cabinet report, a decision was taken to review the transport movements throughout the City. A specialised transport planning and design consultant will have the expertise to identify transport movement patterns and constraints as well as to undertake data sufficiency exercises to determine what appropriate assumptions will need to be made to form a comprehensive baseline design and principal going forward.

The decision to fund £9123.04 will fully utilise the Section 106 Contributions.

An estimate cost for the works has been provided by Hoople. Due to limited internal expertise, Hoople have been contracted to scope and source and appropriate contractor to deliver the works. This procurement option has been considered due to the low value nature of the works and the urgency of the requirements at the entrance of a new SEN School.
From these contributions there has been no expenditure to date. The expiry date for the contributions, is 13/06/2029, 21/09/2031, 12/08/2025 & 10/09/2025.

Responsibility for monitoring the project and managing expenditure within the total spend budget is to be with the Senior Project Manager.
