1. The land at Wyedean Rise is owned by the council and is designated as public open space. It is located at the end of a cul de sac and adjacent to an access drive and is not used for recreational activities
2. Legal have advised that the grant of a licence does not constitute a disposal of a legal interest in the land so there is no impediment to granting a licence to occupy.
3. The land is currently maintained under the public realm contract although the frequency of maintenance has decreased over the years and a local resident now wishes to take on that responsibility to alleviate littering and parking on the land.
4. A licence fee of £500.00 has been agreed with the licensee.
5. The licence provides a first step to allow both parties to review whether the arrangement should be put on a more formal basis by the transfer of the freehold or a long leasehold interest in the asset
