Purpose:
The Annual plan decisions included the HAM
budget for 19/20 and 20/21 (combined figure of £3.608
million). Of this, £358,000 is carry forward from previous
financial years due to costs in year being moved to utilise the LTP
grant. This has not been allocated in the 21/22 Annual Plan and
therefore there is no impact on the Annual Plan as published.
It is recommended that £357,733 of this budget is used for
resurfacing and drainage works to mitigate the damage caused to the
surrounding road network during the closure of the B4224 near
Fownhope.
The proposed works are consistent with the core highway maintenance
activities of the public realm contract. Delivery of these repairs
through the PRC will enable works to be programmed at pace given
the deterioration of the network during the closure of the B4224
without the need for an external procurement process. The use of
the PRC target cost arrangement will enable costs for the works to
be provided and scrutinised in advance of works commencing on site.
Costs will be based on agreed target costs which will scrutinised
and monitored by the Contract Management Team and any changes will
be the subject of robust change control to ensure value for money
is achieved for these repairs.
