To enable Cadent Gas to carry out new connection works at the junctions of Foundary Place & High Street, for which purpose the Council, as highway authority, consider the temporary closure of West Street is required due to the likelihood of danger to highway users while the said works are being carried out. The temporary suspension of the aforementioned TRO is required to facilitate access and egress for those affected by the closure of West Street.

Nothing in this decision will render it unlawful to gain pedestrian access to any land or premises having a frontage to the said highway affected where there is no other suitable form of access.
