The decision has been taken to:

1. Award early years transport assistance to child X at a maximum annual cost of £30,400.
2. Award a contract to Blue Line Taxis to supply the required transport for a 5 year term at a maximum annual value of £30,400. 2 Compliant bids were received.

Child X is 3 years old and attends an early years placement at a special school. Currently attendance is 2 days per week but this is expected to increase. Child X has significant medical difficulties that place X at risk during a transport journey. Child x is not entitled to statutory free transport until the age of 4.

To ensure X can be transported safely, discretionary transport assistance will be provided in the form of a taxi and passenger assistant.
