Herefordshire Streetworks Permit Scheme


The report proposes the implementation of the Hereford Permit Scheme thereby meeting the requirements of the new Street Manager regulations and enabling the better management and co-ordination of works on the highway by applying conditions (see appendix F) which are provided in statutory guidance. The permit scheme will be managed by Balfour Beatty Living Places (BBLP) through the public realm contract as this is within the scope of the contract, this is a change in approach to managing street works – this is not a new function

This item is subject to the Special Urgency procedure. It is proposed to take a key decision on the decision date shown below. It would be impracticable to defer the decision and it is not possible to proceed under the General Exception procedure by virtue of the date by which it is proposed to take this decision. The chairman of the relevant overview and scrutiny committee has agreed to the use of the Special Urgency procedure in this case.

Reason for urgency:
The late discovery of an error in the original decision of October 2020 and the need for the decision to be made by 1 March so that statutory undertakers can be given 28 days’ notice of the new scheme starting 1 April requires that regulation 11 is utilised.
