Reason for urgency:
The urgency is required because the Accelerated Towns funding element of the budget has to be spent by the end of March in line with the grant conditions. Therefore the decision needs to be taken urgently to allow the budget to be increased and works to comments so as to maximise the spend against the Accelerated Towns Fund grant.

The scheme was consulted on in 2017 and 2019. 29. A further consultation with the Ward Member, Hereford City Council and Hereford Bid has been undertaken on the revisions made to the scheme to accommodate the requirements of the new cycle design guidance.
